Serve as the primary person responsible for the overall program management for administering and maintaining the culture change program for the practice of the Long Term Care Department at the Miami VAHCS and contributing to the fulfillment of the mission of the VHA.
Duties
Duties include, but are not limited to:
Responsible for implementation of major culture change program components and will work with other services, vendors, and contracts to ensure overall consistency.
Provide guidance, direction, technical expertise, training and management support to the culture change process.
Provide technical and general resource to employees and provides management oversight and coordinates activities of the culture change program.
Responsible for maintaining accurate and current mechanism to monitor the status of implementation objectives and achievement of agreed upon actions, identified potential areas of deficiencies that are counterproductive to the delivery of culture change initiatives.
Work Schedule: Monday through Friday 7:30 a.m. to 4:00 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/28/2024
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-07:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, development and implementation of program efforts. Provide administrative guidance; review correspondence to ensure that deficiencies in the correspondence are resolved before presenting for review and signature; develop agendas, program materials, and handouts; screen calls, visitors, and provide general information/direction; plan arrangements for meetings; and using office automation systems including all types of Microsoft software products, Vista, Computerized Patient Record Systems, VATAS, etc..

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have have 1 full year of graduate level education or superior academic achievement if related. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate-level education (beyond the first year).
GS-09:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; provide administrative guidance; review correspondence to ensure that deficiencies in the correspondence are resolved before presenting for review and signature; develop agendas, program materials, and handouts; screen calls, visitors, and provide general information/direction; plan arrangements for meetings; and using office automation systems including all types of Microsoft software products, Vista, Computerized Patient Record Systems, VATAS, etc., provide oversight, direction, guidance, and technical expertise on assigned program components.

To qualify based on education for this grade level you must have successfully completed a master's degree or equivalent graduate degree or two (2) full years of graduate level education leading to such a degree in a related field that demonstrates my ability to perform the duties of this position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some work may require walking and standing in conjunction with Resident activities and attendance at meetings and conferences away from the work site.
