Duties
This Program Analyst (Deployment Coordinator) position is located in the Deployment and Sustainment Division, Acquisition Program Management (APM), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Duties include, but are not limited to:
Oversees and provides virtual and on-site support in evaluating the overall technology deployment program at U.S. Airports.
Serves as a lead team member for planning, coordinating and conducting projects and studies related to equipment performance over the life cycle.
Establishes qualitative and quantitative analysis for a wide variety of analytical requirements, generally involving security technology requirements, test results, and operational metrics to determine overall program performance.
Develops, manages, executes, and conducts field data collection activities to establish baseline operational performance for aviation technologies and capabilities.
Serves as the Contracting Officer Representative (COR), performing all necessary contract management activities consistent with Federal Acquisition Regulations and guidance regarding contractual agreements.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Applying knowledge of acquisition concepts, principles, and practices in order to recommend acquisition strategies and oversee equipment contracts; AND
Assessing acquisition program management, including program schedules, performance, and costs.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as:
Applying acquisition concepts, principles, and practices to recommend acquisition strategies and oversee equipment contracts; AND
Assessing acquisition program management, to include program schedules, performance, and costs; AND
Providing advice and guidance concerning issues and operational requirements for checkpoint security equipment.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
