You will serve as a PROGRAM MANAGER in the AMPHIBIOUS WARFARE PROGRAM OFFICE (PMS377) of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will serve as Technical Director for PMS 377 providing technical advice and guidance on substantive Hull, Mechanical and Electrical equipment, systems, and initiatives for the LHA(R) and LPD 17 Class for all phases of the acquisition life cycle.
You will provide definitive interpretations of Hull, Mechanical and Electrical equipment, system and program policies and procedures.
You will establish work assignments to be accomplished by the employees in the program, setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.
You will ensure contractual efforts related to engineering and technology programs meet objectives and conform to cost, schedule and performance requirements.
You will apply management and business principles to analyze situations, identify problems, probe causes and select courses of action for subordinate managers to pursue.
You will develop strategies for program planning, budgeting, and execution.
You will direct staff in the development of acquisition planning; contract strategy, and contract statement of work; proposal and solicitation development; and the conduct of technical and cost reviews, source selection and contract execution.
You will provide goals, objectives, program and general guidance for operations consistent with higher level framework/guidance.
You will communicate program activities in a variety of written and oral forums at all levels internal and external to the organization.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector leading the development or implementation of acquisition or life cycle strategies (e.g. responsible for cost, schedule, or performance) for a ship, submarine, or weapons system program.
