You will serve as a program manager, senior engineer, recognized leader, and technical expert for Research & Development (R&D) as applied to undersea Hull, Machinery, and Electrical (HM&E) equipment in the Machinery Research, Logistics & Ship Integrity, Department, Code 30, Machinery Research and Silencing Division, Code 32 of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV).

Duties

You will develop, integrate, and transition submarine Hull, Machinery, and Electrical systems. You will be required to provide innovative solutions to complex problems where these solutions currently do not exist. You will use Model Based Systems Engineering (MBSE), laboratories, and test sites to investigate and troubleshoot complex Navy problems in the areas of complex submarine Hull, Machinery, and Electrical systems. You will develop roadmaps to identify links to strategic documents, competency needs, laboratory and test site needs, and technical gaps. You will develop projects and programs and provide senior level technical engineering support for the Research and Development of submarine Hull, Machinery, and Electrical systems. You will provide programmatic oversight, guidance and assistance to the various teams working on submarine Hull, Machinery, and Electrical projects. You will ensure fielded systems and equipment meet shipboard qualification requirements, including Information Assurance (IA) / Cyber Security. You will implement and oversee compliance with the Command's Systems Engineering Process (SEP).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer planning and conducting test work to resolve or advance current or future (e.g., state of the art) technology related to Research and Development (R&D) as applied to submarine Hull, Machinery & Electrical (HM&E) projects/equipment. Examples of Qualifying Experience may include serving as a technical expert in the area of submarine machinery system integration and transition by providing potential technology solutions to meet Fleet needs and de-risk acquisition programs; managing the evolution of complex projects and programs; workload planning, financial management, technical work oversight, and quality assurance of technical outputs to support the design, test, and evaluation of future submarine systems; providing technical and programmatic guidance to NAVSEA, industry, and other stakeholders to solicit and foster investments to advance all aspects of Submarine HM&E technology; investigating emerging and novel system applications to enhance capabilities, and improve affordability; demonstrated experience with Model Based Systems Engineering (MBSE), laboratories, and test sites to investigate and troubleshoot complex Navy problems on submarine HM&E systems; developing technical documentation and briefing materials for both classified and unclassified audiences and providing briefs to stakeholders; mentoring/leading a team of engineers, analysts, mathematicians, and scientists and providing expert guidance into the competency development for submarine R&D. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
