You will serve as an Administrative/Technical Specialist in the Training Systems Branch of NAVSURFWARFCTR PANAMA CITY DIVISION. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position. Therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435).

Duties

You will serve as a principle member of the ILS management team that provides guidance, direction, schedule, plans, budget input, and task identification. You will identify and deploy training program delivery strategies and methodologies as well as disseminate program information and evaluate the effectiveness of training programs to continuously improve training programs. You will develop curricula, prepare texts or materials, construct tests and measurement devices, advising on the design of instructional systems and application of instructional technology, and develop programs for staff and faculty development. You will identify and analyze problems to make timely/effective recommendations, based on potential implications of findings or conclusions. You will demonstrate the ability to clearly and effectively articulate, present, and promote varied ideas and issues (that may include sensitive or controversial topics) before a wide range of audiences. You will convey written information in a clear, concise, organized, and convincing manner for the intended audience, to express thoughts persuasively and use effective modes to reinforce message retention.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

  • You will be required to perform occasional sea duty.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

FOR NT-05 (GS-13/14 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional as a professional educator monitoring or overseeing the development, review, or revision of instructional programs at the upper division undergraduate or graduate level. The experience should demonstrate a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess the following:

FOR THE 1750, Professional Instructional Systems Series.

- successfully completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. The course work included study in at least four of the five following areas:

1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
