Duties

(continued from SUMMARY section). ... Evaluates the application of advanced analytical methods and techniques in support of M&S education and training initiatives. Performs continuous assessment of utilization of training resources in accomplishing or enhancing AF M&S workforce education and training objectives and goals. DUTIES Enable M&S Education and Training. Develops, integrates, plans, and synchronizes AFAMS education and training projects. M&S Education and Training Advisor. Serves as educational advisor to AFAMS on all matters pertaining to the development of M&S education and training initiatives. Serves as expert planner, coordinator and specialist to agency management on M&S Education and Training. Oversees all AFAMS training management functions, including contact with Air Force's training and education institutions. Enable Strategic Planning. Responsible for strategic planning to ensure that Modeling and Simulation (M&S) courses and programs are relevant and support emerging M&S operational requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: BachelorsDegree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must meet the basic education requirements for the GS-1750-14 and I have one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more of important public programs. Knowledge of course analysis, design, development, implementation, and evaluation (ADDIE) instructional design process sufficient to create adult learning programs such as, courses and seminars in a synchronous and asynchronous online environment. Knowledge of all aspects of the Air Force's combat, combat support, and combat service support roles, operations, doctrine, organizations, tactics, strategy, force structure, threat forces capabilities, and current and future training objectives and strategies sufficient to effectively develop, manage, integrate, and synchronize Air Force-wide M&S training initiatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of course analysis, design, development, implementation, and evaluation instructional design process sufficient to create adult learning programs such as, courses and seminars in a synchronous and asynchronous online environment. 2. Expert knowledge of analytical and evaluative methods used in military academic, educational, and training programs including pilot certification requirements and the techniques required for the development and utilization of modeling & simulation technologies. Knowledge of military education and training programs, principles, and policies. Knowledge of training administration, policies, procedures, training resources programs, principles, and policies. 3. Knowledge of modeling & simulation education and training programs and initiatives, and latest technologies to effectively plan and deliver program improvements. 4. Knowledge of cost and economic analyses principles, techniques, and practices. Expert knowledge of logistics management principles, concepts, policies, and regulations. 5. Skill in leading and motivating teams in a variety of situations; includes dealing effectively with individuals of varied backgrounds and building them into a team that will work cooperatively toward goal accomplishment. 6. Ability to plan, conduct and record surveys and inspections and to plan and execute complex, multi-faceted projects including the ability to review, analyze, and manage Contingency and/or Mobilization Planning. 7. Ability to organize and lead special study teams and task forces with members from different organizations and commands and the ability to meet and deal with customers using a high degree of tact and diplomacy. 8. Ability to communicate in preparing high-quality written technical reports and in communicating orally to work out solutions to problems and to present project results and achieve consensus to sell and defend a recommended PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
