The position will be assigned to the Office of Human Capital Services (HCS), Veterans Benefits Administration (VBA). HCS is accountable for the strategic alignment of the Administration's workforce to its mission and strategy by providing and implementing workforce services, human capital management solutions, and innovations. This position reports to the TMPI Director will serve as the Chief, Performance Support leading the Performance Support team.

Duties

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Directs and manages a team of twelve federal employees ranging from the levels of GS09-GS14 to include GS0301s, GS0343s, and GS1700 series (GS1712/GS1750) personnel to include one supervisory GS14 Instructional Systems Specialist. Assists in all phases of daily management of the organization and performs specific activities and assignments as directed. Plans and assigns work for subordinates and sets priorities, advises employees on program goals and objectives. Sets performance standards and serves as senior rater or rater for subordinate employees. Reviews and approves performance standards and evaluations made by subordinate supervisor for their employees. Makes selections for key positions and approves selections. Ensures that an effective program is in place to identify training needs and developmental opportunities of the staff and that the needs are met in the proper timeframes. Approves employee awards and bonuses. Hears and resolves grievances and complaints that are not resolved by subordinate supervisor and reviews serious disciplinary problems. Coordinates with EEO counselors and officials, and employees to resolve formal and informal complaints. Actively supports special programs such as EEO, safety, internal controls, etc. Manages personnel leading efforts in analytic and performance problem solving principles of Human Performance Improvement/Human Performance Technology (HPI/HPT) and Instructional Systems. Oversee application of current and innovative adult learning and instructional design theories and techniques to analyze, design, and develop learning programs Design (ISD). Validates or modifies competency models and maps for all critical positions on a biannual basis. Ensures validated assessments and evaluation activities are incorporated and in alignment with VBA wide policy "Evaluating Training Programs and Training Systems Policy" and with VBA's annually published, Strategy for Evaluating Employee Training within VA's Veterans Benefits Administration. Provides direction, consultation and expertise in VBA's Competency Based Training framework, systems, and methodologies. Initiates and manages Human Centered Design initiatives for purposes of improving performance of VBA employees. Develops long term training strategies for optimal training programs and training systems using industry best practices. Provides sustainment and maintenance plans for upkeep of all nationwide training programs implemented. Facilitates the designs of innovative, interactive instruction that reflects an understanding of the diversity of learners, using a variety of existing and emerging technologies. Manages needs assessments to determine desired outcome(s), learning gaps, and potential interventions. Benchmarks and employs best practices in adult learning models, approaches and trends to develop new programs and enhance current curricula. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Oversees preparation of weekly, monthly, quarterly, annual reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the Director and HCS leadership. Maintains proper controls to ensure that Project/Program management principles are in use to permit accurate forecasting of schedules, costs, and resource needs for planning and coordination of training initiatives and programs. Recommends and effectively negotiates policy guidance and procedures to improve training management practices and effective reporting of training compliance. Represents the team in dealings with the Director for the purpose of obtaining resources and securing needed information or decisions from the Director on major work problems and issues that arise. Oversees the development of cost estimates and Plans of Action and Milestones(POA&M). Reviews and approves work breakdown structures, charters, project plans, schedules, and deliverables. To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/10/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). INDIVIDUAL OCCUPATIONAL REQUIREMENT: To be considered, you MUST possess the following: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience.GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: support and execution of training systems infrastructure including training technologies, platforms, products, tools, and support services teams. Evaluation activities include the execution, consultative, and analytic services for training evaluation and learning effectiveness, its measurement and reporting. Should be well versed with enterprise training operations, project/program management principles, and have familiarization with formal learning and development activities for the Instructional Systems Design and Human Performance Technology/Improvement disciplines. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
