The Program Specialist works for the Associate Director of Patient Care service line within the Sioux Falls VA Health Care System. The Program Specialist works independently and responds to requests for information and support from all levels of the organization. This position utilizes knowledge of organizational principles and practices such as strategic planning operations to tie the facility's goals/objectives to those of the facility director goals and performance measures.
Duties
Major duties include but are not limited to:
Coordinating not only data pulls related to wait times, clinic and provider productivity, and open consults but also leading the analysis of the data generated.
Independently handles issues related to the assessment of clinical operations (e.g., data tools used, efficiency and productivity assessments, data integrity, business analysis of data generated).
Ensures reports are sent and/or directly responds to VISN 23 inquiries on behalf of the Patient Care service line in matters related to Access to wait times, clinic operating efficiency and productivity, demand forecasts, and business case analysis.
Studies and analyzes program specific data, then compiles final reports of evaluation efforts, notes discrepancies, and plans initiatives for effecting actions and/or reaching established goals.
Responsible for identifying Primary Care and associated CBOC gaps which involve new/revised policies and procedures and VHA mandates related to access, wait times, provider productivity and clinic efficiency and bring them to the attention of the Patient Care Service Line Associate Chief, Chief of Staff, and executive management as warranted for appropriate action.
Responsible for final analysis, recommends controversial actions to remedy critical problems/gaps associated with applicable data reports and reporting systems, veteran access to clinical programs and performance enhancement.
Seeks out, evaluates, and highlights best practices throughout VHA, VISN 23 and associated facilities.
Continually works with systems redesign staff in spreading related clinical improvements across the various clinical services of the service line.
Provides significant support and input for goals, including the collection required data, and the establishment of detailed strategies.
Coordinates within the medical center to deliver requirements and information needs.
Analyzes diverse aspects of health system operations to identify means of improving access, efficiency, and effectiveness as well as the use of resources.
Work Schedule: Monday - Friday 07:30am - 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad Hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: administrative management in a medical office setting; use of qualitative and quantitative analytical techniques to process data and make appropriate recommendations; planning, organizing, and problem-solving in an office setting; and use of computer software programs and information systems to maintain a confidential database in an office setting. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts with a conferred/completion must be submitted). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelor's degree educational level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e., beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. (Transcripts with a conferred/completion date must be submitted).
