This National Guard position is for a BASE SERVICES MANAGER, Position Description Number NGD2042000 and is part of 114 FW.
This is a National Guard Title 32 Excepted Service position. Position also advertised Title 5. Only one position will be filled.

Duties
As a BASE SERVICES MANAGER, GS-0301-11, you will:
This position is located at an Air National Guard Flying Wing, Mission Support Group, within the Force Support Squadron. The primary purpose of the position is to evaluate, plan, organize, and direct Base Services functions in support of federal, state, and local missions. The incumbent serves as supervisor and primary point-of-contact for Services-related programs, missions, functions, activities, and events for the wing and its assigned Geographically Separated Units (GSU).
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.

- Participation in direct deposit is mandatory.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- National Guard membership is required.
Qualifications
NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
MILITARY REQUIREMENTS: Selected individual must be assigned to a compatible military position. Rank: Enlisted up to SMSgt. Military grade inversion within the full-time work force is not permitted. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised.
General Experience: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
Specialized Experience: Must have 12 months specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Knowledge of readiness reporting procedures, policies, and directives to ensure timely, relevant, and accurate delivery of required information to higher headquarters.
Skill in the use of web-based, integrated, or stand-alone computer programs and software applications to evaluate and report readiness information, draft and develop program documentation, initiate or approve special orders requests and requirements, brief and depict program operating characteristics, and ensure the effective deployment of tasked personnel.
Skill to review, analyze, and assess previous exercises, contingencies, and precedents to sustain Services combat readiness and deliver relevant mission capabilities to the area of responsibility.
Knowledge of pertinent laws, regulations, and policies, which affect the use of program and related resources to provide authoritative advice to senior staff and to facilitate mission/program accomplishment.
Skill to use statistical and forecasting methods to formulate program management policies, procedures, and continuity.
Knowledge of management and organizational techniques, systems, and procedures to publish guidance, manuals, directives, and operating instructions for base level and field level Services operations.
Knowledge of financial management principles to manage fiscal resources and carry out resource management and contracting responsibilities.
