The employee will serve as Assistant Chief HAS and provides leadership over the major core business operations of the medical center as well as leadership in the following departments: Benefits, HIMS, and Veterans Transportation Program (VTP). In turn, these departments entail functions specifically related to: Enrollment and Eligibility, Beneficiary Travel, Lodging, Veterans Equitable Resource Allocation (VERA), Release of Information, Transcription, Coding, File room, Data Capture, & VTP.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major duties listed but not limited to: Business Management: Develops, implements, and integrates standardization and maintenance of the operations of the HAS Provides leadership support as a member of the HCS management and maintain an expert knowledge of VHA policies in all matters involving the HAS and assigned programs Serves as the Chief of the HCS administrative unit with four main divisions of operations; Health Information Management Systems (HIMS), Benefits, and ADP/Business Integration, and Veterans Transportation Program impact Veterans throughout the facility's PSA and adjacent areas Plans, organizes and directs the ongoing development of all functions of the sections within HAS Provides leadership in areas of patient administration such as the Benefits, HIMS, Revenue Generation, and Veterans Transportation program Supervision Directly supervises the Supervisor Transportation Specialist, the Medical administration Specialist, the HIMS Chief, mid level managers that oversee and support the HAS Develops performance standards, writing position descriptions evaluating work performance, counseling employees whose work is marginal or unsatisfactory and initiating disciplinary action when necessary Support training and staff development and provides counsel to the Mid-Level supervisors regarding management strategies and approaches to first line staff supervision Financial Management Ensures effective processes are in place to match projected expenditure Completes deep dive analysis when the shortfalls in MCCR or Share agreements threaten shortfalls in the facility operating budget Supports fiscal operations in meeting their performance goals where applicable including avoiding delinquent obligations and interest payments due to untimely processing of payments. Work Schedule: Monday - Friday, 8:00am - 4:30pm (work hours may be further discussed during interview process) Telework: Ad Hoc. This type of telework occurs on an occasional, non-routine basis-for example, inclement weather, or, telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-12 Minimum Qualifications: Applicants must possess one year of full time specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would demonstrate you possess the knowledge, skills and or abilities to perform the following which includes, but is not limed to: Ability to interact effectively with officials and others at all levels, both within and outside the Department; Working knowledge of the Veterans Health Information and Technology Architecture(VistA), as well as a basic understanding of CPRS, VETRIDE, BTSSS, and eCAMS, ability to conduct staffing needs analysis for each Business Office Department/Section; strong communication skills that demonstrate the ability to develop a wide range of written products such as reports, memoranda, briefings, presentations as well as conduct meetings and briefings. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
