As an Aerospace Technologist (AST) specializing in Mission Operations, you will serve as a Mission Operations Director (MOD). You will provide the overall authoritative direction and leadership for the conception, development, and implementation of the System Operations Plan for both the space and ground segments. The work may include mission control, mission operational requirements, data acquisition requirements, and ground support systems requirements.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Provide contract/task order oversight, including financial management, for spacecraft operations support. Provide direction to the contractor in support and interpretation of, the Statement of Work (SOW). Developing and modifying SOWs as needed. Provide engineering risk management for assigned missions, including identification of risks, approval of mitigation strategies, and leading mitigation implementation. Manage IT security and configuration control of flight and ground software/hardware for assigned missions. This includes oversight IT security scanning and testing and implementation of security patches and/or change requests. Ensure that initial science data processing and science data distribution to the end user (science community) meets the minimum data collection and distribution requirements for the assigned missions. Lead spacecraft and ground system anomaly resolution through engineering investigation, Root Cause and Corrective Action analysis, and reporting. Ensure the approval and implementation of critical events, spacecraft configuration changes, and changes to the Operations Concept for new science investigations or in response to spacecraft anomalies or subsystem/component degradation. Initiate and recommend the development of engineering projects that streamline operations, provide cost savings, or improve efficiency. Mentor junior Mission Directors, sit on the board of a major spacecraft/mission engineering review to assess ground system and/or operations readiness, and or develop/review operations concepts for spacecraft/mission proposals. Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Supporting spaceflight and mission operations by analyzing or developing: operations concepts, engineering requirements, operations plans, project schedules, or engineering documentation; Developing, testing, or operating spacecraft, ground, or instrument systems in support of spaceflight/mission operation functions; and Working with government contracts by performing cost estimation/analysis, writing, modifying, or evaluating Statements of Work (SOWs), and evaluating or reviewing contract proposals. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Leading engineering teams in support of the development, testing, or operation of spacecraft, ground or instrument subsystems; Guiding engineering teams in the resolution of anomalies during developmental testing or spacecraft operations; and Performing as a Contracting Officers Representative (COR) or Task Monitor (TM), conducting cost estimation/analysis, modifying Statements of Work (SOWs), evaluating contractor performance, and providing technical evaluation of contract proposals. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
