About the Position: This position is with The Chemical Biological Center (CBC). The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10.

Duties

Serve as Branch Chief and expert consultant responsible for conducting and managing a broad range of research and development activities for Chemical Biological Defense (CBD). Direct microbiological and virological tasks, requiring biological containment under Bio Safety Level 2 facilities. Assist other Federal agencies in research and characterization of natural, manmade, and engineered biological agents. Investigate areas that require formulating approaches to research problems, developing new concepts, pathogenesis models, theoretical approaches and extensions to basic theories applicable to detection and identification of pathogenic microorganisms. Develop methods which apply synthetic biology to problems of interest to the Department of Defense. Supervise a group of professional/technical personnel and is responsible for overall planning, administration, and direction of personnel; establish priorities, objectives, and advise on technical and administrative matters.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• Business Travel (TDY) may be required up to 25% of the time
• One year supervisory probationary period may be required if not previously served.
• The probationary period for demo employees receiving a career conditional appointment in the DB pay band is three years unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Planning, directing or coordinating the work of professional and technical personnel engaged in Chemical Biological Defense (CBD) Programs related to bio-detection; 2) Formulating, conducting or directing exploratory studies and development of bio-detection and identification systems; 3) Developing chemical and physical methods of detection of toxic, chemical and biological agents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/DB-03).
