This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Operations and Management, Division of Administrative Operations. The duty location for this position is in Rockville, MD and is not eligible for remote work.

Duties
This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.
As a Management and Program Analyst, your major duties and responsibilities include:
Serving as a Contracting Officer's Representative (COR) Level II and principal liaison with Bureau CORs and other internal and external offices, bureaus, and organizations in the development of contract documents.
Responding to formal contacts and providing guidance and direction concerning management of contract information.
Using qualitative and quantitative techniques to analyze and evaluate the management practices and methods and administrative operations of substantive organizations and complex functions.
Conducting studies and addressing issues such as the efficiency and effectiveness in procurement management and oversight.
Developing policies, guidelines, instructions, and procedures for administrative and management requirements related to procurement management and oversight.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

SELECTIVE FACTOR:
Applicants must possess at least a Level II Federal Acquisition Certification as a Contracting Officer's Representative (FAC-COR) and must be current with Continuous learning and training required to maintain the certification.
NOTE: You must provide documentation of your CURRENT/ACTIVE Federal Acquisition Certification as a Contracting Officer's Representative (FAC-COR) Level II or higher that allows HR to verify that you meet this selective factor requirement by the closing date of the announcement. Applicants selected for an interview may be required to provide additional documentation that verifies that they possess a current/active FAC- COR Level II or higher certification and are current with their continuous learning and training to maintain their certification.
AND
In addition to the above Selective Factor, in order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis:
1. Using quantitative and/or qualitative analyses to evaluate federal contract management operations, including developing recommendations for improving those operations based on new or evolving federal legislative and policy changes.
AND
2. Serving as a federal Contracting Officer Representative in monitoring contractors' performance and ensuring compliance of federal contractual terms and conditions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
FEDERAL CONTRACTING OFFICER REPRESENTATIVE (COR) - Using knowledge of federal laws, regulations, and procedures governing the administration of federal contracts AND knowledge of business and trade practices to establish and maintain contracts with industry representatives, to provide advisory services, to collect or disseminate information, to administer regulatory provisions and controls, or similar responsibilities related to federal contracts management.
MANAGEMENT ANALYSIS - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
