The primary purpose of this position is to provide comprehensive advice, guidance, and staff assistance to Headquarters Air Force (HQ USAF), MAJCOMs, Installation, Wing, Group, and Services Commanders, and Human Resources Offices (HROs).

Duties

Serves as a HQ USAF-level staff advisor and HR Management expert on all aspects of the NAH Human Resources Program. Conducts Quality Assessment Visits (QAVs) at Air Force Installations to evaluate NAF personnel program effectiveness and compliance with laws, Air Force policy and directives governing NAF personnel management and administration. Reviews and analyzes proposed OPM, DOD, and Air Staff policy changes. Provides guidance and assistance to MAJCOMs, base-level HROs, Installation, Wing, Group and Services Commanders, and activity managers on all aspects of the NAF human resources program. Assists MAJCOM HROs, HQ USAF, HQ AFLC, other services and agencies, base-level HROs, in all aspects of the AFNAF DCPDS, Business Objects (BO), Customer Service Unit (CSU).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days will have, one year of specialized experience at the next lower grade level (GS-11) or equivalent in other pay systems. Specialized experience includes extensive knowledge of a wide range of Human Resources Management to include Non-Appropriated Funds (NAF) Human resources concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated human management problems and issues; knowledge and experience in personnel management issues and ability to provide operational and advisory guidance to management and other Human Resources Offices (HRO). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of laws, rules, regulations, policies, and procedures governing NAF personnel management programs to include classification and position management, recruitment and staffing, labor management and employee-management relations, and employee development and training as they pertain to NAF personnel. Extensive, in-depth, knowledge and experience in NAF personnel management and administration including but not limited to affirmative employment, classification, staffing, and program management. Ability to develop and recommend innovative approaches and strategies. Skill in advising management on controversial or sensitive, complex, and difficult NAF HR-related issues. Skill in analyzing a wide variety of work force data to provide recommendations for improving the HR management program. Skill in written and oral communication to present issues and recommendations on a variety of HR topics through various mediums, such as, memorandums, messages, computer-based programs, briefings, presentations, training classes, and workshops. Ability to deal with people on a variety of HR topics through various mediums, such as, memorandums, messages, computer-based programs, briefings, presentations, training classes, and workshops. Ability to deal with people in a variety of situations using tact and diplomacy, maintain good working relationships and gain support for personnel programs goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
