The primary purpose of this position is to serve as a first level supervisor, providing planning, directing,
organizing, and exercising control over nonsupervisory employees assigned to the Requirements Section, Resources and Requirements Branch, Installation Support Division, Services Directorate.
Duties
Duty 1: Plans, organizes, and directs the activities of Services Installation Support Directorate Requirements Branch, ensuring that NAF Human Resources, Marketing, Training and Knowledge Management complies with legal and regulatory requirements and meets customer needs.
Duty 2: Exercises supervisory personnel management responsibilities.
Duty 3: Represents the Requirements section of the Installation Support Division with a variety of installation and functional area organizations.
Duty 4: Ensures that all Air Force Installations and MAJCOM A1 are provided guidance and support on NAF personnel procedures.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
SPECIALIZED EXPERIENCE: Applicants must have, or will have within 120 days of closing this announcement, one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes comprehensive theoretical knowledge and thorough understanding of federal personnel management functions, theories, and techniques and the relationship of the various personnel disciplines. Knowledge of the methods and techniques of fact finding, analysis and resolution of complex problems and the development of concrete actions plans to solve problems. Knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to placement programs, especially in NAF HR practices.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and management experience in Services or Force Support Squadron military command structure, missions, and programs to include appropriated and non-appropriated Human Resources Programs. In depth knowledge of Services functions specific to Training, Marketing, and Knowledge Management, management concepts, principles, and methodologies used at various military installations.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of small to medium sized organization.
4. Ability to communicate effectively both orally and in writing.
5. Ability to apply a wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness using comprehensive knowledge of the range of administrative laws, policies, regulations and precedents applicable to the administration of one or more important public programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
