This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T). The primary purpose of this position is to provide expert cybersecurity and cyber reslience test and evaluation capabilities to support Director Test & Evaluation mission in support of Department of Homeland Security (DHS) major acqusition programs. Non-BU: This is a non-bargaining unit position.

Duties

As a It Cybersecurity Specialist, GS-2210-15, your typical work assignments may include: Maintaining, advancing and sharing their subject matter expertise in cybersecurity, cyber resilience test & evaluation, enterprise security, software and IT/OT(Operational technologies: industrial controls & networking)-systems technology by maintaining their knowledge in appropriate cybersecurity, cyber resilience T&E, computer engineering and computer science fields. Identifying a broad range of critical and/or highly advanced cybersecurity and/or cyber resilience T&E problems and potential stakeholders. Advising DHS, S&T, and T&E leadership and/or other non-technical audiences in clear, concise, easily understandable language to conveys concepts, requirements on technologies and systems related to existing and emerging cybersecurity, cyber resilience T&E, enterprise security, software and systems technology capabilities to advance the DHS Enterprise mission and those technologies which threaten the DHS Enterprise mission. Identifying cybersecurity, cyber resilience T&E, enterprise security, software and systems technology gaps, deficiencies, and requirements for new and enhanced technologies and systems, and recommending research and development efforts. Leading periodic research and technical assessments of programs, projects, tasks and initiatives to determine sufficiency of cybersecurity and/or cyber resilience T&E rigor, advancement, risks and appropriateness of the progress towards meeting the define goals. Reviewing/assessing key acquisition documents for clear, accurate and well defined cybersecurity and cyber resilience T&E requirements, test and evaluation planning/execution, and data collection for assessments of major acquisition systems.   • You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
  • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret/SCI security clearance.
  • This position will require attainment (within 18-months) of DHS Level III Test and Evaluation certification. The training path to achieve this certification can be found under "Qualifications."

Qualifications

You must possess one year of information technology, cybersecurity, and/or cyber resilience T&E related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Leading projects to evaluate the effectiveness of cybersecurity solutions and determine options to enhance efficacy; 2) Determining priorities for information technology investments and establishing performance measures; 3) Developing, implementing, and/or coordinating multiple information technology/Operational Technology projects to meet established performance milestones and customer needs; and 4) Overseeing the pilot deployment of cybersecurity solutions into operational environments by assessing technology suitability, business process, and user requirements. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. In order to achieve the DHS Level III Test and Evaluation certification, the following courses (or their equivalent) must be completed: AQN 101, DHS Fundamentals of System Acquisition Management; FTE 100, Fundamentals of T&E Management; SE 101, Fundamentals of Systems Engineering; CLE 023, Modeling and Simulations for T&E; AQN 201, A&B, DHS Intermediate Systems Acquisition; FTE 202 DHS Intermediate T&E with IT for Systems Acquisition; FAC 062, DHS Cybersecurity Test and Evaluation; CLE 035, Probability and Statistics; FCL-DHS-0103, Reliability / Failure Definition and Scoring Criteria Workshop; FCL-DHS-0088, Integrated Evaluation Framework (IEF) Workshop; FCL-DHS-0077, Scientific Test and Analysis Techniques (STAT) Workshop.
