This position is located within the Electronic Communications Branch, Office of Science Policy, Planning, and Communications, National Institute of Mental Health, National Institute of Health, Department of Health and Human Services. The Electronic Communications Branch oversees, implements, and evaluates NIMH's digital communications through the NIMH enterprise website, intranet, and other platforms.
Duties
Provides expertise and guidance in digital information communications accessibility to ensure NIMH’s compliance with Section 508 of the Rehabilitation Act and access for all audiences to NIMH’s information products and services.
Works with NIMH divisions and offices (D/Os) to clarify laws and policy, determine remediation approaches, and achieve and maintain compliance levels required by NIH and HHS.
Applies knowledge of digital communications to participate in collecting and analyzing performance metrics, workflows, operating procedures, and organizational records management.
Provides technical support for the NIMH website, intranet, and other digital platforms.
Maintains expertise in accessibility considerations for websites, email, social media, Microsoft Office and PDF documents, and video dissemination, as well as new or emerging technologies that may come into use.

Qualifications
Qualification Requirements:
In order to qualify for a Technical Information Specialist, GS-1412 position you must have:
A. a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled;
OR
B. 4 years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum;
OR
C. a combination of education and experience as described above.
In addition to the above basic requirements, to qualify for a Technical Information Specialist position at the GS-12 level, you must meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing a variety of digital communications materials to ensure they are in compliance with organizational standards; reviewing projects or contracts for the development of digital information systems for technical accuracy and completeness; collecting performance metrics to provide recommendations to management; and reviewing usage reports to recommend updates to digital content owners.
In addition to the above basic requirements, to qualify for a Technical Information Specialist position at the GS-13 level, you must meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing digital information communications programs and requirements to support the information technology needs of a biomedical research organization; administering projects or contracts for the development of digital information communications systems, services, or content; planning and conducting studies and evaluations of digital communications to assess compliance and develop methods for improvement; and interacting with other staff or organizations to accomplish or resolve digital information communications programs and issues.
