This position is in the Office of the Chief Financial Officer (OCFO), Financial Management Services (FMS) Center, Reporting, Reconciliation & Analysis Division, Asset Reconciliation Branch (ARB) Section 5.
The incumbent of this position is responsible for analyzing accounts, reports, data, and procedural instructions.
This is a BUE position represented by 2311.
This is NOT a Remote/Virtual Position.
Duties
Performs reconciliation to determine the accuracy of accounting transactions.
Applies knowledge of accounting/payroll methods, procedures, and techniques to reconcile account data and prepare reports.
Ensures quality control and system integrity is maintained.
Identifies problems such as the incompatibility of proposed approaches with existing accounting and/or payroll/HR practices and procedures.
Maintains liaison with agency officials to make the reporting and data more accurate and to expand the scope of its usefulness.
Responds to audit requests during audit season.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
General Experience for GS-05:
3 years of General Experience. 1 year equivalent to at least GS-4 in the Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Financial Analyst. Such experience includes Analyzing data to identify inconsistencies and/or errors; Applying research, correction, and reconciliation techniques to prepare out of balance reports, transactions and/or to post records in various systems; and Utilizing Microsoft office programs to create files, documents, and reports.
Specialized Experience Requirements for GS-07:
At least one year of specialized experience, equivalent to the GS-05 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Financial Analyst: Examples of such experience include: Analyzing data to identify inconsistencies and/or errors; Applying research, correction, and reconciliation techniques to prepare out of balance reports, transactions and/or to post records in various systems; and Utilizing Microsoft office programs to create files, documents, and reports.
NOTE: This experience must be demonstrated on your resume and/or supporting documents.
Time in grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-04 is required to be eligible for the GS-05 level. One year at the GS-05 is required to be eligible for the GS-07 level.
Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade.
Award SF-50 is NOT acceptable.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education
Qualifying Based on Education:
GS-05: 4-year course of study leading to a bachelor's degree.
GS-07: 1 full year of Graduate Level Education or Superior Academic Achievement (S.A.A.). S.A.A. is based on (1) Class Standing, (2) Grade-Point Average (GPA), or (3) Honor Society Membership as defined below.
1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a National Scholastic Honor Society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (external link). Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
Combination of Education and Experience may be substituted for experience in the following:
GS-05: Combination of successfully completed Post-High School Education and Experience. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
GS-07: You may combine Education and Experience to meet the Specialized Experience requirement. It must total at least 100 percent. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Only education above a bachelor's degree is creditable towards meeting the requirement at the GS-07 grade level.)

Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from
schools accredited by accrediting institutions recognized by the U.S. Department of Education.
