This position is located in the Office of Chief Financial Officer (OCFO), Associate Chief Financial for Financial Shared Services (ACFO/FSS), Financial Management Services. Incumbent will serve as FMS Deputy Director and will provide departmental leadership for a variety of programs in accounting, finance, performance measurement, Federal Assistance management controls, financial management systems, productivity improvement, an audit follow-up and resolution. .

Duties

Participates with the USDA OCFO in the execution and formulation of Department-wide financial policies and programs for multiple funding sources. Serves as a first-level supervisor and executes assigned programs through staff who are primarily in budget, accounting, and financial management fields. Plans, assigns, and prioritizes work to be accomplished by subordinates, and adjusts short-term priorities, and prepares schedules for completion of work. Collaborates with USDA organizations and other Federal agencies as needed in coordinating budget and financial matters for the assigned staff offices.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, as defined below. GS-15 Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to the GS-14 grade level or pay band in Federal Service or equivalent experience in the private or public sector private sector/pay systems equipped you with the particular competencies to successfully perform as a Supervisory Financial Management Specialist. Specialized experience is defined as: 1) Leading, developing and implementing financial management technology projects to include equipment acquisition, technology and delivery processes; 2) Developing and maintaining the agency's financial infrastructure; 3) Collaborating with senior leadership the agency's accounting and financial management programs and policies such as budget and appropriations processes, applying laws, regulations, policies and procedures governing administrative appropriations and resource implementation; 4) Leading and communicating all accounting and financial management matters to staff and senior leadership; and 5) Making recommendations on internal controls procedures, instructions and guidelines that result in the improvement of financial management programs. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. For this position, applicants must have 52 weeks of service at the GS-14 grade level for consideration for the GS-15 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
