The primary purpose of this position is to work as a Human Resource Specialist in a developmental capacity with known promotion potential to the target position of (Human Resource Specialist, NH-0201-03). Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

This position is a developmental (e.g.: GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.
This position is a term position and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.
Position may have potential for subsequent conversion to career-conditional or career appointment.
Duties
Provides personnel program and policy oversight. Administers and assesses programs such as Direct and/or Expedited Hiring, Pre-Employment Process, Security process, reviewing and releasing eQIP's, suitability determinations, clearing of local priorities, processing incentives, civilian work year utilization, etc.. Administers and assesses current and future requirements, needs and procedures for all assigned programs.
Responsible for the development and implementation of assigned programs, to include plans, local policies, procedures, and guidelines for accomplishment of program objectives and authorities. Independently serves as the HR focal point for one or more staffing and classification plans, pre-employment and security and other programs.
Organizes, directs, and participates in discussions, meetings, or serves on panels or committees. Leads teams established to accomplish and improve assigned programs. Encourages cooperation between all segments of the Civilian Personnel and other functional areas, i.e., financial management and manpower, on matters pertaining to the assigned programs.
Develops oral and written presentations that address assigned programs. Considers the composition and knowledge level of the audience when developing material. Develops presentations that will achieve desired outcomes. Formats presentations to conform to established guidelines or directives. Prepares written correspondence and other documentation.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience is experience assisting/supporting in a human resources office, completing and reviewing a variety of human resources forms for relevance and accuracy, applying human resources principles, and practices to advise on and/or resolve non-complex, non-controversial, well-precedent factual, procedural, and/or recurring issues.

OR
EDUCATION: Successful completion 1 full year of graduate level education or have superior academic achievement. (NOTE: You must submit your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and graduate level education that has provided the applicant with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and experience. (NOTE: You must submit your transcripts.)
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience is experience interpreting and applying Federal civilian human resources employment concepts, principles and regulations commonly used in the recruitment and placement process.

OR
EDUCATION: Successful completion of a Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must submit your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education (NOTE: You must submit your transcripts).
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Specialized experience is semi-independent experience interpreting and applying Federal civilian human resources concepts, principles, and regulations in the recruitment/placement/onboarding.

OR
EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (NOTE: You must submit your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education (NOTE: You must submit your transcripts).
SPECIALIZED EXPERIENCE GS-12/NH-03: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience must include independent experience interpreting and applying Federal civilian human resources concepts, principles, and regulations in the recruitment/placement/onboarding.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Strong theoretical knowledge and practical understanding of federal personnel management and the basic relationship of the various disciplines associated with these processes, i.e. manpower and financial management, in order to provide definitive technical input on how proposed actions or changes would impact civilian personnel function.
Knowledge of the methods and techniques of fact finding, analysis and resolution of complex problems and the development of action plans.
Knowledge of management and installation's missions and objectives and their implications on personnel management programs.
Broad understanding of personnel, center, and command objectives, missions and their implications on personnel management programs.
Ability to communicate and interact effectively with group members and individuals at all levels in order to achieve a stated position or make an adequate case for a particular strategy.
Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
Ability to access or locate information through the use of personal computer and software programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
