This position is located in the Fiscal Department of the Resources Directorate located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. FHCC is larger than just a single facility, but rather a system of facilities throughout Northeastern Illinois which provide medical and dental services to U.S. Military Veterans, Recruits, Active Duty, and eligible beneficiaries.

Duties

Major duties include but not limited to: Work Leader: The incumbent functions as a General Schedule Leader over lower graded staff performing one grade interval work. On a regular and recurring basis, lead duties in this position consist of the following: Distributes and balances the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy; Keeps in touch with the status and progress of work and makes day- to- day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise. Estimates and reports on expected time of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested; Instructs employees in specific tasks and job techniques and make available written or recorded instructions, reference materials and supplies; Gives on the job training to new employees in accordance with established procedures and practices Other extra duties Travel Program Coordinator (60%) As the Travel Program Coordinator, the employee has an influential part in the Travel program and is responsible for travel program activities (i.e., assisting with technical level support, coordinating travel training functions, and providing professional and timely services), providing budgetary support for FHCC, and running and efficient and effective travel program. Communicates with management, employee travelers, and fellow employees providing information regarding changes or updates to existing policies and procedures related to the employee travel program. Analyzes the program to identify ways to improve (be more efficient) or provide better services. Ensures back-up travel employees are informed of any changes of assignment, management requests, and/or changes in work processes, and additions or deletions to routine systems. Other extra duties. Accounts & Accounting Data Management (20%) Manages checks and balances relative to transactions and procedures to ensure data integrity and regulatory compliance. Examines accounting transactions for accuracy, adequacy of documentation or citations, compliance with regulations, and justification. Maintains financial accounts, accounting data, and classifies accounting transactions including the verification of accuracy and completeness of accounting data. Reconciles assigned FCP's monthly. Analyzes the general ledger accounts for accurate debit and credit entries, journals, and subsidiary accounts. Other extra duties. Budget Technician (20%) The employee serves as a source of budgetary information for a variety of appropriated fund and reimbursable budget accounts to include employee salaries, benefits, overtime, awards, travel, transportation, materials, equipment, ADP, contracts, and related mission and administrative expenses. Provides historical data and guidance to directors, division chiefs, and program managers in preparation of short-term budget estimates. Advises personnel of procedures, forms, and documentation required to support budget estimates and requests. Monitors and tracks commitments, obligations, and expenditures for assigned budget accounts. Verifies that obligations and expenditures occur on a timely basis, in accordance with regulatory controls and guidelines. Recommends corrective action on variations in excess of programmed amounts. Recommends transfer of funds between operating programs to accommodate changing requirements. Processes standard and one-time budgetary transactions for a variety of unrelated appropriated fund and reimbursable accounts (i.e., labor, transportation, equipment, supplies, etc.). Compares funding documents with account balances to ensure funds are available to cover transactions. Reviews Prepares comprehensive budget reports showing the status of funds in appropriated and reimbursable accounts managed. Extracts, compiles, and summarizes information from various financial records (accounts receivable, yearly cost reports, daily listings, status of commitments and undelivered orders) to monitor funds expenditure. Prepares current and historical budget information for use by budget analysts in detecting trends and monitoring rates of expenditures. Extra other duties. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be rated on the following Competencies for this position:Customer Service (Clerical/Technical)Financial ManagementManaging Human ResourcesProblem Solving GS-9: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of missions, organizations, programs, and requirements of health care delivery systems. Familiarity with regulations and standards of various regulatory and credentialing groups and ability to reconcile contradictory requirements in preparing staff recommendations and/or in coordinating clinical and administrative services; Familiarity with government-wide, agency, and facility systems and requirements in various administrative areas like budget, personnel, and procurement; Ability to analyze problems and present both written and oral recommendations taking into consideration the wide range of factors and requirements which affect the management of the health care delivery system. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Masters Degree or equivalent or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related, if related (transcripts required) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond thetwo years (2) of progressively higher-level graduate education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
