This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will serve as Management Analyst within the Resource Management Department for DEOMI's Planning, Programming, Budgeting, and Execution System (PPBES), Program Objective Memorandum (POM) process, and the Budget Estimate Submission (BES) process; coordinates directly with managers for analyzing, proposing, and justifying necessary changes to POM, BES, and PPBES inputs.
Duties
As a MANAGEMENT ANALYST at the GS-0343-12 some of your typical work assignments may include:
Serves as Management Analyst within the Resource Management Department for DEOMI's Planning, Programming, Budgeting, and Execution System (PPBES), Program Objective Memorandum (POM) process, and the Budget Estimate Submission (BES) process; coordinates directly with managers for analyzing, proposing, and justifying necessary changes to POM, BES, and PPBES inputs.
Identifies the desired end state for DEOMI future capabilities through the planning phase (6 years)of the PPBE specified in National, Departmental, Joint, and Service guidance; ensures balance and coordination between proposed missions, activities, and resources.
Assists personnel in costing POM issues and provides input to POM guidance for department use in preparing the POM submission
Assists in developing strategy to prepare annual POM submissions regarding the sustainment of capabilities, implement Office of Secretary of Defense (OSD) fiscal and programming guidance, addresses DoD priorities, and achieves the best balance of DEOMI capability, capacity, and readiness; leads/assists DEOMI in defending issues during any POM reclamas.
Analyzes and interprets a variety of complex financial planning, programming, and budgeting policies, plans and regulations, legislation, and other higher-level guidance to ascertain and accommodate impacts on DEOMI mission obtainment; develops guidance, objectives, plans and procedures with reference to future funding requirements; provides interpretation of pertinent policies, directives, or other guidance to personnel engaged in development, modification, execution or defense of DEOMI programs.
Analyzes a variety of complex functional planning and guidance documents for program implications (including logistics, life cycle management, training, and operations).
Acts as DEOMI's Managers Internal Control Program (MICP) Coordinator to ensure corrective action plans will eliminate or reduce the materiality of weaknesses, reportable conditions, and control deficiencies.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:One year of specialized experience equivalent to the GS-11 grade level in the Federal service:1. Oversees the submission of program objective memorandums (POMs) for an agency through the Planning, Programming, Budgeting, and Execution System (PPBES) and Budget Estimate Submission (BES) stages of the Federal budget process.2. Establishes a plan for preparing yearly POM submissions; execute risk/benefit, dollar cost/economic, and programming guidance analyses; and establish a strategy for their preparation.3. Examining budgetary plans and processes to ascertain that forthcoming funding demands adhere to policies and directives governing the establishment, adjustment, implementation, or safeguarding of agency initiatives.4. Construct resource planning briefing documents such as diagrams, charts, and decision papers by utilizing Microsoft suite products and the Requirements Traceability Database.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
