The Supervisory Medical Laboratory Technician (MLT) position is assigned to the laboratory at the Veterans Affairs Pacific Islands Health Care System (VAPIHCS) Daniel K. Akaka VA Multi Specialty Clinic, 91-1051 Franklin D. Roosevelt Avenue, Kapolei, Hawaii. . Incumbent must have advanced knowledge of Clinical Laboratory concepts, principles, and methodologies, and all laboratory accrediting agency requirements for future testing expansion.
Duties
The Supervisory Medical Laboratory Technician (MLT) performs a range of supervisory responsibilities, provides oversight of staff testing and laboratory operations, works closely with the Ancillary Testing Coordinator (ATC) to develop procedures for new tests and modify existing procedures and methods, waived testing on biological specimens, phlebotomy training and coverage, oversee packing and shipping of biological samples, train and perform drug screen collections for the Federal Employee Drug Free Workplace Program.
Functions:
The Supervisory MLT performs the full range of supervisory duties for the laboratory including assigning work; coordination of scheduling for routine staffing and coverage; issuing and completing performance evaluations; recommending position appointments, awards, and advancements; as well as implementing appropriate disciplinary actions, assisting with conflict resolutions, and identifying continuing education and training needs of staff. Incumbent will supervise/oversee other medical technicians, phlebotomy students, Intermediate Care Technicians (ICTs), and nurses who assist in performing phlebotomy and/or waived complexity testing in the clinic.
The Supervisory MLT with work with the ATC and the main Ambulatory Care Clinic (ACC) lab to ensure compliance is maintained with regulatory standards in testing and lab operations. The Supervisor will provide general oversight of laboratory operations and waived testing at the Akaka Clinic, participate in monthly Quality Management meetings with ACC laboratory, establish and monitor the quality of the pre-analytical processes as part of the overall laboratory Quality Management Program inclusive of being responsible for initiating corrective actions to improve processes. The Supervisory MLT cooperatively works with the clinic and main laboratory to meet VHA directives and initiatives.
The Supervisory MLT provides training and coverage (as needed) for waived testing, phlebotomy, packing and shipping of laboratory specimens for shipment to the main ACC laboratory and contracted reference laboratories. Instructs staff and phlebotomy students as well as new employees in approved laboratory techniques as assigned. Supervisor will manage training and competencies in compliance with TJC and VA Pathology & Laboratory Medicine Service (P&LMS) requirements; develop and implement training plans; develop and write standard operating procedures (SOPs) to be uploaded into current laboratory document control management system (Media Lab).
Ensures the clinic lab is adequately stocked with phlebotomy, processing, and waived testing supplies. Trains staff to maintain appropriate inventories and notify appropriate personnel when supplies need to be ordered. Maintains work area in a clean and safe condition according to agency or accreditation requirements.
Records, reviews, and ensures documentation of required laboratory data on charts, logs or computerized forms. The work performed by the technician requires professional knowledge and competence in the field of clinical laboratory technology. They must be able to work independently and be able to interpret and apply complex written instructions from a variety of sources (i.e. manufacturer instructions, standard operating procedures, CLSI documents, VA directives, and accrediting agency requirements) to determine the correct course of action.

Qualifications

Basic Requirements:

Education. Candidates must meet the applicable educational requirements for certification.
Certification.
(1) Candidates must currently possess one of the appropriate certifications as an MLT granted by the following organizations.
(a) American Society of Clinical Pathology (ASCP)
i ASCP, Board of Certification.
OR
ii ASCP, Board of Registry.
(b) American Medical Technologists.
OR
(c) American Association of Bio-analysts.
Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties described in this qualification standard on the effective date of the qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/trademark/registration/certification.

English Language Proficiency. MLT candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations:GS-8
Experience: In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-07 grade level.
Demonstrated Knowledge, Skills and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
i Skill in interpersonal relations and conflict resolution to effectively communicate with employees and customers.
ii Ability to develop training plans and coordinate staff development.
iii Ability to perform the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, recommendation of awards, advancements and disciplinary actions.
iv Ability to develop procedures for new tests and modify existing procedures and methods to resolve problems relative to complex and difficult situations.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity and range of variety and be performed by the incumbent at least 25% of the time. Supervisory MLTs perform the full range of supervisory duties for the laboratory including assigning work; completing performance evaluations; recommending appointment, awards, advancement and disciplinary actions; and identifying continuing education and training needs. Supervisory MLTs supervise other technicians, laboratory assistants, phlebotomists and/or other appropriate personnel. Supervisory MLTs ensure compliance with accrediting agency and regulatory requirements; participate in the preparation necessary for regulatory inspections; and establish and monitor the quality of the pre-analytical processes as part of the overall laboratory quality management program. They also initiate corrective action. Supervisory MLTs develop policies and procedures; manage document control; and develop performance standards, position descriptions and functional statements. They provide professional and administrative management of an assigned area, which includes orientation and competency assessment of assigned staff. Supervisory MLTs maintain effective interdepartmental relations with other services to accomplish medical center goals.
