About the Position: This position is with Tripler Army Medical Center's Department of Family Medicine Warrior Ohana clinic located in Kapolei, which is on the Island of Oahu, Hawaii.

Duties
Receive patients, visitors and laboratory telephone calls with a high level of customer service.
Maintain supply inventory, orders, and restocks supply area.
Perform a variety of other support and clerical duties, compiling and gathering data for reports, maintains the reception desk/area in a neat and orderly manner and faxing patient reports.
Determine type of specimen to be collected.
Perform blood collection procedures by applying knowledge of human anatomy, aseptic and sterile techniques and phlebotomy equipment.
Draw and/or collect blood samples and properly labels tubes, ensuring quantity of sample is sufficient for tests to be performed. Inspects samples to identify visual need to recollect.
Receive, process, ship and perform testing on a wide variety of laboratory specimen.
Provide instruction and training to enlisted military and civilian medical laboratory technician students, nursing staff, and new employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position has been designated "Mission Essential".
- This position has a requirement to lift up to 20 lbs. in the regular performance of duties.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires incumbent to obtain and maintain Basic Life Support training certification from, or in accordance with, the American Heart Association and American Red Cross.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- This position requires regular contact with children under the age 18 and a favorable determination of suitability to do so.
- ASCP Phlebotomist certification preferred.

Specialized Experience: One year of specialized experience which includes 1) Processing a varieety of laboratory specimen, 2) Preparing reports of findings, and 3) Entering or retrieving laboratory data from healthcare computer systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Education: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects of chemistry and/or biological science course work appropriate to the position to be filled.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
