The position serves as a Medical Technician - Phlebotomist for the VA Pacific Islands Health Care System (VAPIHCS). Duty location is at Kapolei, Honolulu County, Hawaii. VAPIHCS provides patient care to over 35,000 unique Veterans across a 2.6M square mile area of the Pacific Ocean. VAPIHCS delivers a full range of comprehensive health care services.
Duties

Major duties and responsibilities include but are not limited to:
Obtains venous and capillary blood specimens from patients using knowledge of human anatomy, aseptic technique, and phlebotomy material selection (i.e., vacutainer, syringe, butterfly, lancet);
Prepares phlebotomy site for proper specimen collection;
Ensures proper identification of patients;
Clearly labels specimens after drawing as required;
Follows universal precautions, and infection control guidelines in the performance of all phlebotomies, to include gloving, disposal of needles and contaminated waste, and patient isolation requirements;
Labels specimens to indicate exposure to infectious agents;
Follow proper procedures in the storage and disposal of needles and syringes;
Serves as receptionist at the laboratory front desk, greeting patients, providing them with appropriate guidance, answering nontechnical inquiries, and referring technical inquiries to the appropriate laboratory staff member;
Aids physicians by processing a wide variety of clinical pathology specimens for shipment to the VA main reference laboratories;
Prepares containers for collection;
Maintaining the laboratory and equipment in a clean and safe condition;
Other related duties as assigned.
Work Schedule: Monday through Friday, 7:30am to 4:00pm ****Possible Saturday rotation****

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.
The Selective Placement Factor for this position is: Experience performing phlebotomy/blood draws on human patients.
SPECIALIZED EXPERIENCE: You must have at least one full year of specialized experience equivalent to the next lower grade level (GS-5) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Medical Technician - Laboratory, and that is typically in or related to the work of the position to be filled. Specialized experience includes: a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled; performing phlebotomy; maintaining phlebotomy supply inventory; using laboratory equipment; processing specimens for clinical laboratory sections. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ~OR~
EDUCATION: You must have successfully completed at least one-half year of graduate level education (9 semester hours above a Bachelors degree) or an internship in course matter that must include courses directly related to the work of the Medical Technician - Laboratory position such as chemistry, biological sciences, hematology, microbiology, serology, etc. This education must have been obtained in an accredited college or university. COMBINATION: You must have equivalent combinations of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Medical Technician - Laboratory position such as chemistry, biological sciences, hematology, microbiology, serology, etc. and must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Medium work of lifting up to 40 pounds and/or carrying objects weighing up to 20 pounds. Responsible for lifting, carrying, pushing, and pulling objects. Require large motor and well as fine motor skills. Frequent contact with water (handwashing and cleaning), bio-hazardous body fluids, electrical devises, and hazardous chemicals. Sufficient work, noise, pressure, disruptions, distractions, and interruptions to cause an extremely stressful environment. Hazardous working conditions in which individual is exposed to definite risk of bodily
injury through contact with moving instrumentation, chemicals, and/or body fluids. Contact with potentially violent and/or disturbed patients.
