The primary purpose of this position is: This position serves as a senior technical or scientific expert and critical liaison between AFTAC and external agencies for the purpose of identifying, initiating and expanding new research and development partnerships, within the US government (USG) and internationally.

Duties

Duty 1: Interprets national and international requirements, provides recommendations for top-level strategic vision, sets goals and objectives, and directly influences R&D priorities across the full spectrum of AFTAC mission areas: nuclear sciences, national technical nuclear forensics, laboratory analysis systems, spaced-based surveillance, seismology, and hydro-acoustics Duty 2: Evaluates the merit and relative advantages of specific multi-million dollar R&D programs in achieving the Center's mission and strategic goals. Duty 3: Recognized as subject matter expert and serves as USAF representative on R&D programs at various AF, DoD, and/or national-level committees, conferences, and working groups and is frequently called to explain or interpret technical facts and gain concurrence among participants to accept recommendations or decisions, oftentimes on programs encountering intense opposition or resistance due to significant organizational or philosophical conflict, competing objectives, major resource limitations, or comparable issues Duty 4: Develops and fosters collaborative R&D relationships across the DoD, USG agencies, international partners, industry, and academia to close enterprise-level capability gaps and broaden the impact of technical collection and analytic reporting across the full spectrum of AFTAC mission areas: materials, nuclear sciences, atmosphere and space, waveform, national technical nuclear forensics, and space based surveillance.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for Sensitive Compartmented Information (SCI), Special Sensitive information, Top Secret Special Access Programs (SAP). A non-disclosure agreement must be signed must be signed.

  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • Employee may be required to undergo CI Polygraph examination in accordance with security regulations involving material handled.
  • A Bachelor of Science (BS) degree in a technical field (such as physics, nuclear engineering, chemistry, biology, geophysics, etc.) and a minimum of 10 years of experience is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job, In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GG-0801-13 Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph B. Basic Requirements: GG-1301 Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: *** Salary ranges include local market supplements *** EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in nuclear sciences (i.e. radiochemistry and nuclear measurement principles), national technical nuclear forensics, laboratory analysis systems, spaced-based surveillance and reconnaissance, seismology, hydro-acoustics, and program management concepts, principles and practices, of planning, budgeting, scheduling, and contracting of scientific projects and programs, of DoD, DOE, DOJ, DOS, and DHS structure, organizations, and mission/functions, interrelationships, and operations, skills in interpreting, organizing, and presenting information in a clear, concise manner to produce scientific reports and briefings Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in nuclear sciences (i.e. radiochemistry and nuclear measurement principles), national technical nuclear forensics, laboratory analysis systems, spaced-based surveillance and reconnaissance, seismology, hydroacoustics, and program management concepts, principles and practices. Knowledge of planning, budgeting, scheduling, and contracting of scientific projects and programs Knowledge of DoD, DOE, DOJ, DOS, and DHS structure, organizations, and mission/functions, interrelationships, and operations. Skills in interpreting, organizing, and presenting information in a clear, concise manner to produce scientific reports and briefings to senior level audiences in order to successfully negotiate and/or defend and justify program positions and policy. Skill and ability to utilize critical judgment in the development and transition of new methods, approaches and procedures from concept refinement through development and operational deployment. Ability to quickly assimilate highly complex disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations in operational settings under conditions of urgency and pressure based on mature judgment and experience; present and/or defend a position effectively PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
