The primary purpose of this position is: to serve as the Chief of the Strategic Partnership Branch, senior technical expert and focal point for identifying, initiating, and expanding new research and development partnerships and mission areas within the US Government and internationally. As such, the incumbent is considered a leading authority and will directly interface with seniors across the government.
Duties
Leads and manages the Strategic Partnerships Branch, providing technical oversight and program management for strategic R&D partnership development across the full spectrum of AFTAC mission areas: materials, atmosphere and space, waveform, national technical nuclear forensics, and space based surveillance and reconnaissance.
Develops and fosters collaborative R&D relationships across the DoD, USG agencies, international partners, industry, and academia to close enterprise-level capability gaps and broaden the impact of technical collection and analytic reporting.
Evaluates the merit and relative advantages of specific multi-million dollar R&D programs in achieving the Center's mission and strategic goals.
This position is responsible for planning, budgeting, scheduling, and personnel management of the Strategic Partnership Branch, to include setting near-term and strategic technical and staffing goals to meet objectives of the Mission Integration Division.
Establishes develops, and maintains effective working relationships with other scientists, technical managers, committees, and Federal officials in DoD, DOE, DOJ, DOS, and DHS.

- A Bachelor of Science (BS) degree in a technical field (such as physics, nuclear engineering, chemistry, biology, geophysics, etc.) and a minimum of 15 years of experience is desired
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
NOTE:
BASIC REQUIREMENTS: Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specified academic courses or related curriculum.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to support project development, execution, and advisory services; knowledge of Systems Engineering theories, principles, practices and techniques sufficient to translate state-of-the-art weapon system requirements into complex science and technology production requirements for national intelligence production centers; and knowledge of the structure, functions and interrelationships of the intelligence community and aerospace industry, with emphasis on acquisition processes and the structure, functions and interrelationships. NOTE: You must submit a copy of official transcripts & Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of advanced analytical principles, concepts, and methods in the field of physical science, with broad interpretive knowledge in nuclear sciences (i.e. radiochemistry and nuclear measurement principles), national technical nuclear forensics, laboratory analysis systems, spaced-based surveillance and reconnaissance, seismology, hydroacoustics, and program management concepts, principles and practices.
2. Knowledge of planning, budgeting, scheduling, personnel management, systems acquisition and contracting of scientific projects and programs.
3. Knowledge of DoD, DOE, DOJ, DOS and DHS structure, organizations, and mission/functions, interrelationships and operations.
4. Skill in interpreting, organizing, and presenting information in a clear, concise manner to produce scientific reports and briefings to senior level audiences in order to successfully negotiate and/or defend and justify program positions and policy.
5. Skill and ability to utilize critical judgment in the development and transition of new methods, approaches and procedures from concept refinement through development and operational deployment.
6. Ability to quickly assimilate highly complex disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations in operational settings under conditions of urgency and pressure based on mature judgment and experience; present and/or defend a position effectively.
