Duties

This position is located within the Department of the Interior, Office of the Secretary, Office of Financial Management (PFM), Audit Management Division (AM) located in Washington, DC. At the full performance level GS-15 the major duties of this position include, but are not limited to the following: Oversee a team of financial specialists and staff accountants responsible for audit coordination, audit follow-up review and assessment functions to include overseeing the enhancement and maturation of the various AM Division's oversight processes. Management of the Department's follow-up program. Provide oversight level guidance, governance, and audit follow-up to comply with the Office of Management and Budget (OMB) Circular A-50 Audit Follow Up requirements. Managing the Department's audit follow-up functions regarding Single Audit findings per the OMB Uniform Guidance. Provide interagency direction in areas such as coordinating audit follow-up; identifying high-risk areas; providing oversight on single audit follow-up policy; utilize Federal Audit Clearinghouse to analyze ways to use single audit results to improve Federal award accountability and best practices. Managing the Department's oversight responsibility regarding conference related activities and spending. Provide interagency coordination and mechanism for recording, reviewing, consolidating, and reporting on conference activities per pertinent guidelines. Manage the Department's risks and visibility associated with the Inspector General Audits (IGs), the Government Accountability Office (GAO) recommendations, and the DOI Financial Statement audit. Communicate status and results of audits and investigations on behalf of the Agency. Interface with auditors and all levels of management within the Department and other federal agencies on issues of financial management, solution execution and dispute resolution. Represent the Department concerning audits, serving as the key spokesperson and liaison on all audit follow-up compliance matters. Participate in Government-wide/inter-agency studies and/or task forces as assigned. Leads and/or participates in studies, reviews, surveys, task forces, and other assignments regarding department-wide financial management, audit and fiscal matters, such as studies relating to the impact of proposed regulatory changes from OMB, GAO, Treasury and Congress, etc. Provide assessment and interpretation of financial management policies and procedures impacting agency financial statements audit to include managing preparation of selected portions of the Department's Agency Financial Report. Reviews Government-wide accounting standards, directives, and instructions to prepare Departmental responses to draft documents, and make recommendations to establish or revise accounting policy or procedural changes for finalized documents. Assigns work to and reviews work of subordinates. Trains and works effectively with subordinates from a variety of backgrounds and with different levels/areas of expertise. Performs the administrative and human resource management functions related to the staff supervised. Sets and adjusts work priorities; establishes schedules for the completion of work, identifies and implements ways to improve efficiency and enhance the quality of work. The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: GS-15: $163,964 - $191,900 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. IMPORTANT NOTE: You must submit your transcripts or other verification to verify that you meet this educational requirement. (2) Specialized Experience: To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Directing and managing facilitations of audit activities and overseeing audit follow-up responsibilities ensuring timely implementation of audit recommendations and negotiating acceptable departmental solutions to disputed audit recommendations; Review and monitor audit remediation corrective action plans and progress providing expert advice, assistance, direction, policy guidance, and/or technical analysis to ensuring appropriate closure determinations of audit recommendations and audit deficiencies have been resolved; Serving as the lead coordinator for annual financial statement independent audit and manage the audit coordination process by working with auditor and bureaus/offices to coordinate all audit phases and maintain ongoing status including timely submission of responses by the affected bureaus/offices; Lead organizational change by optimizing audit coordination management processes and use of technological efficiencies (i.e. SharePoint, dashboard reporting structure) to develop and enhance solutions for risk management, departmental audit tracking systems, audit findings, audit identified disallowed costs and/or monitoring implementation progress of audit findings; AND Conducting effective briefings and preparing professional memoranda, graphical presentations, and materials for use in financial reports.
