The primary purpose of this position is to monitor/analyze a variety of systems and procedures in the management analysis area; develop and implement local policies and procedures to improve systems; oversee and/or perform analysis and provide expertise in scheduling, planning, and material control areas with the organization.
Duties
Serves as a program manager for a variety of individual mechanized legacy management systems and oversees a group of management reporting systems that generate a variety of production data indicating efficiency, requirements planning, financial posture, workload status, labor standard and material standing coverage etc. of wing operations.
Manages modification and/or development of automated data management systems that support functional area workloads.
Serves as the wing focal point to provide technical assistance to support personnel throughout the ALC for automated data management systems that generate a variety of production data indicating efficiency, requirements planning, financial posture, workload status, labor standard and material standing coverage etc. of wing operations.
Provides complex management support services in the areas of program cost analyses, annual/multi-year/long range fiscal planning and performs special assignments related to programs and systems.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing analysis support to senior leadership on diverse maintenance resources through various statistical, analytical and organizational methods; Uses various presentation techniques in providing information on historical performance, organizational staff functions, and trends and indicators for management to make informed decisions on diverse maintenance resources; Prepare detailed budget proposals for organization; Implement and manage long term programs; Develop detail plans; and Investigate raw data to pinpoint events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge is applied in conducting studies, analyzing findings and making recommendations on substantive operating system programs. The work requires skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
2. Skill in providing technical advice in terms or oral and written briefings, reports, and recommendations to senior leadership and management staff.
3. Knowledge of and proficient skill in a wide variety of windows based applications, specifically Microsoft Office applications. High Level knowledge of varying information technologies that encompass operating systems, software languages, web design and development, database design and development, automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions.
4. Substantive knowledge of program management principles involved in major program goals that affect work loading, production costs, work flow, and performance management.
5. A thorough knowledge and skill in applying fact finding and analysis techniques to improve program operations.
6. Ability to determine appropriate methods and procedures based on knowledge and experience with overall program responsibility.
7. Knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action.
8. Extensive knowledge of fundamentals and principles of computer hardware, systems software, and computer system architecture and integration. This knowledge will be applied to modification of computer hardware equipment, networking, communications equipment, and software.
9. Knowledge of the organization's policy and planning formulation process along with its mission an objectives to prepare IT policies and plans.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
