This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Chief, Environmental Processes Branch, Construction Engineering Research Laboratory (CERL), U.S. Army Engineer Research and Development Center (ERDC), Champaign, IL.
Duties
The Chief, Environmental Processes Branch is responsible for planning and executing a broad program of multidisciplinary research and development and providing technical support and technology transfer in the areas of engineering research.
Develops and Accepts Work. Markets capabilities and identifies opportunities; develops support agreements with customers; facilitates work acceptance and laboratory approvals of work.
Executes Work. Leads the Environmental Processes Branch in applying science and technology to solve problems; identifies and provides resources; oversees acquisition of supplies and services; ensures good customer service.
Transfers Research Technology. Enforces standards for quality; performs quality assurance on proposals and deliverables.
Manages Personnel. Recruits, mentors, and retains personnel; evaluates performance and provides recognition; supports career development goals.
Manages Operations. Oversees programs, projects, and facilities; maintain good communication with employees; maintain branch property.
Plans Strategically. Contributes to laboratory and ERDC-level strategic planning; leads strategic human capital actions; updates assets to position the Environmental Processes Branch for new research opportunities.
Personal Development. Participates in supervisory and leadership training; uses feedback from customers and staff to improve effectiveness.
Other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter in accordance with DoD Directive 5500-7-R.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized experience: One year of specialized experience which includes extensive experience in conducting Research and Development (R&D) efforts across many disciplines in basic and/or applied research; manage diverse scientific teams including engineers, scientists, technicians, and/or clerical personnel in support of interdisciplinary high performance research; experience in development of organizational funding requirements and budget estimates; and planning, integrating and/or reviewing Research and Development business requirements of the organization. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service DB-02 (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
