You will serve as a Contract Specialist in the Contracting Department of NAVSUP FLC PUGET SOUND.
Duties
You will serve as a contract subject matter expert with contractual authority over a full range of contracting actions assigned pertaining to specific programs.
You will utilize delegated contracting officer authority for acquisition planning, preparation of cost/price analyses, formulating negotiation strategy, and negotiation of contracts with complex and technical requirements.
You will advise and guide technical representatives on anticipated procurement requirements and provide technical input into the development of statement of work and specifications.
You will develop contracting strategy, determine milestones, and prepare documents to ensure clarity, adequacy, and completeness of documentation.
You will perform continuing contract administration including performance of termination actions through the time of final delivery is met, payment(s) are completed, and the contract is closed and retired.
Requirements
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

- Must be determined suitable for federal employment.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
You have one year of Contract Specialist specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing Contract Specialist work by demonstrating and applying knowledge of Federal, Navy and/or DOD contracting methods, contract types, planning and carrying-out long-term pre-award and post-award procurement actions, and negotiating and procuring systems where limited contractual precedents exist, to serve as guidance in developing or modifying procurement strategies or pricing structure. Specialized experience must include: 1) Contracting officer authority for acquisition planning; 2) Preparing price/cost analyses for designated actions and formulating negotiation strategy; 3) Developing a comprehensive plan to create contractual instruments responsive to long-range programs with a substantial number of potential adversities during the pre-award and post-award phases of the contractual actions; and 4) Procurement's cover both cost reimbursement and fixed-price contracting of a complex nature.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
