This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove.
Duties
Perform repairs to small and/or domestic heating units and systems.
Provide intermediate carpentry, painting, and/or plumbing allied support.
Perform flat work welding using oxygen-acetylene and electric arc processes.
Perform repairs to domestic and commercial refrigeration and air conditioning units.
Provide service and repairs to domestic and commercial type kitchen and bakery equipment.
Replace components such as compressors, thermostats, and coils on heating and air units and systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent to obtain and maintain forklift training and certification.
- This position requires incumbent to work an on-call work schedule to respond to after hours emergencies. This may include evenings, nights, weekends, and holidays.
- Incumbent is required to obtain and maintain a Chlorofluorocarbons (CFC) Certification type UNIVERSAL as required by section 608 of the Clean Air Act, 1990 EPA mandatory technician certification.
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Selectee’s inability to successfully pass or refusal to conduct the drug test may result in the job offer being withdrawn during the recruitment process or subsequently being removed from Federal service for failure to meet a condition of employment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker ~ without more than normal supervision. The ability to perform common Maintenance Worker tasks. Assist with performing cyclic preventive maintenance and repair of parts and components of heating and air conditioning units, freezers, walk-in-coolers, refrigerators, and/or evaporators. Perform general carpentry, electrical, plumbing, painting, and/or pipefitting assistance skills. Refer to diagrams, charts, and/or manuals to determine techniques and processes related to preventive maintenance repairs, and component replacements. Work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Very frequently lifts, Positions and carries items weighing from 20 to 50 pounds. Items weighing to exceed 50 pounds are normally lifted by more than one person, or moved with mechanical devices. Work involves prolonged standing on concrete floors, stooping, climbing of utility ladders and working in cramped or awkward position.
Work is performed in a shop environment and frequently on-site out-of-doors subject to inclement weather conditions. Work environment includes exposure to intermittent noise, dust and dirt, grease and oils, and use of chemical solvents. Posted safety hazards include eye, foot and hearing hazardous areas. Safety equipment to include safety toed shoes, gloves, protective aprons, safety glasses, ear plugs and hearing protective devices are issued for hazard abatement, required for use during each actual exposure to hazardous working conditions. Working conditions are considered in the evaluation of this job and do not meet criteria for compensation by environmental or hazard pay.
