Duties
Serves as Project Officer for various types of acquisitions exercising independent judgment in overseeing acquisition/preliminary planning efforts, creating documents and progress of cross-functional/multi-organizational teams.
Formulates program objectives and provides guidance based on working knowledge of acquisition regulations. and policy to team members for multiple, complex and diverse acquisitions from requirements (continued)
(continued from above) generators within the DLA Enterprise implementing cradle-to-grave life cycle management.
Accountable for overall project planning, coordination and successful implementation for all deliverables on time, within budget, and matched to requirements.
Effectively plans, develops and participates in the establishment of the contract strategy and techniques for specific acquisition projects to include pre-award functions.
Conducts surveys of vendors, focus group interviews, and off-site surveys of competition to identify customer preferences and industry trends.
Continually reviews and appraises the marketing aspects of the National Defense Stockpile (NDS) programs to test their effectiveness in order to recommend improvements.
Serves as business advisor for procurement planning meetings.
Oversees formation of technical evaluation factors and criteria, and Quality Assurance Surveillance Plan (QASP) to provide a planned process for surveilling the Service Provider's actual performance and comparing (continued)

Qualifications
To qualify for an Acquisition Project Officer, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Oversees development and implementation of a Requirements Work Plan to estimate time, cost, and scope of activities needed for the analysis phase of a project.
Organizes projects by preparing a Work Breakdown Structure (WBS) as needed to demonstrate work tasks, assignments, and time requirements and conducts implementation.
Prepares or oversees preparation of baseline plan of requirements to define scope of project. Develops assumptions, dependencies and constraints related to the requirements.
B. Education Substitution: Applicants may not qualify for this position based on education in lieu of specialized experience.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
