The primary purpose of this position is to provide comprehensive analysis of a wide range of personnel data across all ANG organizations, and functions, and provide consultant services to interpret analysis and improve mission effectiveness, resource efficiency and resource savings. Analyses assist management in the budgeting, planning and programming of training needs.
Duties
Prepares detailed plans and performs statistical analysis, reviews using appropriate software, methods and procedures, benchmarking, and/or analytical studies. Formulates responses to requests for studies, analysis, reviews, and interim study results.
Independently performs or participates as a key analyst in studies of broad scope in one or more of the following types of studies: historical review, forecasting, trend analysis, product and service quality, or benchmarking. Analyzes and evaluates all aspects of personnel life cycle (inventory, gains, losses, retention, skill level and training requirements) and essential Occupations (maintenance, CYBER, intelligence, acquisitions, IT) of the ANG force.
Provides substantive management support services in all aspects of the personnel life cycle to include: retention and recruitment, ANG Personnel Management, Career Field Review, Trained Personnel Requirement and advanced analytical studies and development. Assists NOB with programing analysis and identifying actual or potential problem areas.
Advisor for section of data analysts. Ensures all analysts are prepared to use available software and hardware in production of studies. Coordinates training, cost, and training location to get the best training for the time and money.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of complex management processes and systems. Extensive knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Technical skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Skill using data analysis tools (e.g. Excel, SAS, SPSS, Python, R) to gather, assemble, and analyze facts, draw conclusions, devise solutions to HR (personnel and systems) data problems, and identify changes and trends.
Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structing options for complex, diverse organizations. Knowledge of an extensive body of DOD, Joint and AF personnel management principles, concepts, and methodologies, directives, procedures, guidance, and policy.
Extensive knowledge of the SAS suite of integrated and data analytics software to generate queries and reports with the ability to design, build, use, and refine simulation models.
Skill in conducting interviews with stakeholders, employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
Ability to communicate effectively both orally and in writing and maintain good working relations. Knowledge of computer networking concepts and protocols, cybersecurity principles, and network security methodologies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
