Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Management Analyst, you will use your knowledge of and experience to optimize business results and customer experience by:
Providing position management and classification advisory services to managers and employees of assigned organizations on job standards, job description and classification standards.
Analyzing and evaluating the management practices and methods, and administrative operations of substantive organizations and complex functions.
Providing expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex legislative, programmatic and management issues and problems.
Developing implementation plans with milestones, timetables, audit trails, and evaluation procedures.
Reviewing and evaluating managerial policies and procedure to determine gaps where additional guidance is needed and analyzing the impact of new or proposed legislation on agency operations.
Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR
Minimum Qualifications:
For GS-11: EXPERIENCE: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in the Federal service performing at least two (2)of the following:
Assist other HR Specialists in advising management on recruitment strategies or practices.
Assisting with coordination of program/project management related to human resources.
Analyzing methods to improve the effectiveness and/or efficiency of a human resources program.

EDUCATION: Successful completed a Ph.D. or equivalent doctoral degree (e.g. LL.M) or three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work for this position. (You must provide supporting transcripts.)

COMBINATION: Have a combination of specialized experience and graduate level beyond the Master's level that when combined, equals at least 100% of the total requirement. (You must provide supporting transcripts.)
For GS-12: EXPERIENCE: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-11 grade level in the Federal service performing ALLof the following:
Advising management on recruitment strategies and/or practices.
Providing analysis and/or evaluation of management practices and/or work processes within HR.
There is no substitution of education for experience at the GS-12 grade level of this announcement.
