The primary purpose of this position is to serve as a Program Analyst in the Business Operations Office. Organize and evaluate the effectiveness of assigned programs and provide managers with objectively based information for decision-making.
Duties
Completes assigned workload within the Operations Office.
Prepares reports and maintains records as required and coordinates the preparation, presentation of work-related information to the Lead/Supervisor.
Provides financial advice on budget-related matters and uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
Prepares formal and informal briefings for various levels of center management.
Complies with health, safety, and environmental rules and procedures.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems in applying analytical and evaluating methods and techniques to improve analysis program operations pertinent laws, regulations, policies, and precedents.
OR
EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skin in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the 76th. Aircraft Maintenance Group.
Knowledge of pertinent laws. regulations. policies. and precedents which affect the use of management resources in the areas analyzed.
Detailed skill in identifying and analyzing complex problems and developing innovative solutions.
Skill in providing technical advice in terms of oral and written briefings, reports, and re.commendations to senior leadership and management staff.
Skill in analyzing and interpreting a variety of governing regulations, instructions, and policy letters from local origin to Air Force.
Skill to plan. organize and reprioritize work to meet changing deadlines.
Ability to communicate effectively both orally, and in writing; negotiates complex issues; maintains good working relationships with all individuals and organizations.
Ability to access or locate information using a personal computer and software programs. Training and/or experience in multi-media presentation. computer-assisted presentation and computer concepts as desired.
Ability to determine appropriate methods and procedures based on knowledge and experience with overall program responsibility.
Substantial knowledge of management principles involved in major program goals that effect workflow and performance management.
A thorough knowledge and skill in applying fact finding and analysis technique! to improve analysis program operations.
Ability to gain cooperation from others through facts. courtesy, and diplomacy.
Knowledge of health, safety, and environmental rules and procedures.
WORKING CONDITIONS: Work is performed in an office environment There is occasional exposure to industrial shop conditions. PPE such as safety glasses and earplugs will be required for occasional trips to the local shop areas to assist management and accomplish liaison duties.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
