About the Position: This position serves as the Management Analyst within the within Naval Hospital Jacksonville, Directorate Resource Management, Human Resources.
This is a Direct Hire Solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB)
Duties
Plan and forecast manpower requirements, billets, and staffing projections.
Plan, conduct, and implement studies involving manpower management to gather factual, historical and statistical data.
Provide advice, guidance/assistance through analysis and evaluative methods to requirements such as; identifying, distributing, and reallocating positions (civilian and military).
Utilize various automated personnel systems such as the Defense Medical Human Resources System Internet (DMHRSI), and Total Force Manpower Management System Micro Manpower Change Application (TMMCA).
Utilize computer software to include Microsoft Office 365, MS Excel, MS Word, and MS PowerPoint.
Advise management of manpower changes, shortfalls, and critical areas through briefings, and point papers.
Advise department head of Manpower Management on matters pertaining to specific manpower problem areas.
Liaise with various branches of DHA to coordinate Management Change Requests as approved by Market Director.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. A candidate selected to this position will be required to sign a statement consenting to annual seasonal influenza vaccination.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal Service which includes providing administrative and technical support to manpower related programs; utilizing various automated systems/software to track manpower changes and maintain manpower documents; providing recruitment and staffing assistance such as generate and critique forms for personnel actions, assist in format of position descriptions, conduct research of organizational policies, and/or prepare personnel reports.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration, Business Management, Business Analytics, or Data Analytics.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
