Duties
The Hollings Manufacturing Extension Partnership (MEP) is based at NIST and its mission is to enhance the productivity and technological performance of U.S. manufacturing. MEP is a public-private partnership. Through its collaborations at the federal, state and local level, MEP Centers work with manufacturers to develop new products and customers, expand and diversify markets, adopt new technology, and enhance value within supply chains. The MEP Program serves as a bridge to other organizations and federal research labs that share a passion for enhancing the manufacturing community.
If hired as a Management and Program Analyst for the MEP Group, your duties will include:
Serving as a Federal Program Manager and primary point of contact for MEP Centers to provide management oversight for multiple Cooperative Agreements with MEP Centers, including programmatic and fiduciary oversight and review and analysis of proposed costs, processes, development, and performance of MEP centers.
Providing executive-level consultation and coaching to MEP Center leadership and their oversight boards to help improve performance, regulatory compliance, market penetration, and partnerships with manufacturers to promote growth within the U.S. manufacturing sector through innovation.
Supporting and assisting in the development of strategies, tactics, and implementation of plans, and making recommendations to and collaborating with MEP senior management and the NIST Grants Management Division (GMD).
Planning and initiating an evaluation system for the review and analysis of proposed costs, processes, development, and performance of MEP Center and recommending improvements.
In collaboration with internal stakeholders, monitoring and reviewing MEP Centers' operating plans to ensure coordination and achievement of the MEP National Network Strategic Priorities.
Conducting site visits and performance reviews.
Supporting and reviewing the center's financial documents, including but not limited to budget, audit reports, and center strategic and operations plans.
Collaborating with internal stakeholders to develop the knowledge, skills and abilities to support MEP Centers to deliver business and technical solutions benefitting small and medium manufacturers.
Reviewing and recommending improvements to MEP program policies, procedures, and processes.
Identifying, developing, and managing strategic partnerships with external stakeholders to benefit MEP Centers.
Working with the MEP National Network, which is comprised of 51 private entities, board of directors, & state stakeholders across the US.

Qualifications
Basic Requirements
To qualify at the ZA-III level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) grade level in the federal service. Specialized experience is defined as:
experience consulting or coaching executives or organizations to increase performance, capacity for growth, and economic development
experience providing oversight of the administration, review, and monitoring of grants and/or cooperative agreements for compliance with award terms
experience providing advice and guidance to internal and external stakeholders regarding policies, regulations, and administration.
To qualify at the ZA-IV level: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-13 (ZA-III at NIST) grade level in the federal service. Specialized experience is defined as:
experience consulting or coaching executives or organizations to increase performance, capacity for growth, and economic development
experience providing oversight of the administration, review, and monitoring of grants and/or cooperative agreements for compliance with award terms
experience providing advice and guidance to internal and external stakeholders regarding policies, regulations, and administration.
experience developing and leading national initiatives.
