This position is located in the Office of Information Resources Management (IRM) of the U.S. Merit Systems Protection Board (MSPB). The primary purpose of this position is to serve as an IT Program Manager to the agency, performing a variety of complex duties involving designing, deploying, implementing, monitoring, and operating enterprise-level hardware and software that encompasses the IT infrastructure for the entire MSPB.

Duties

The duties described are for the full-performance level. The duties may include, but are not limited to: Serves as technical expert, advisor, and personnel manager on matters pertaining to day-to-day operations and management for MSPB’s Microsoft Cloud Services Platforms. Responsible for management, administration and engineering functions including maintaining Microsoft Azure configuration and administration of Microsoft O365, logging, cloud security brokers, etc. This position has responsibility for implementation and monitoring of the following technologies, including, but not limited to: Microsoft Azure, Azure Active Directory, Azure Identity Protection, Active Directory Federated Services, Office 365 Suite, Microsoft Teams telephony, Microsoft Endpoint/Intune. Understanding of Federal security directives, policies, and best-practice, and managing multiple different projects simultaneously. Assist with the creation and maintenance of documented standard operating procedures for managed infrastructure.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Demonstrates skill in applying administrative knowledge of Azure Cloud network infrastructure to support day-to-day IT operations. Capability to lead disparate IT resources to troubleshoot and resolve complex IT infrastructure problems including telephony and Cloud network infrastructure and supporting systems. Understanding of enterprise network architecture, including SDWAN, Cloud security products such as Zscaler, circuits, switches, and routers, firewalls, and cybersecurity products. Applies advanced Cloud and networking concepts, techniques, principles, methods, standards, and practices in conjunction with project management principles and methodologies to deliver network services throughout the organization. Utilizes skill in applying advanced Azure Cloud networking concepts, techniques, principles, methods, standards, and practices to develop and interpret policies, procedures, and strategies governing the planning and delivery of network services throughout the organization. Skill in oral and written communications techniques in order to provide briefings, alerts and information, and instructions to internal and public systems stakeholders regarding the operation and status of Cloud and network infrastructure. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required. 1. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
