This position is located in the Office of Information Resources Management (IRM) of the U.S. Merit Systems Protection Board (MSPB). The primary purpose of this position is to serve as an IT Program Manager to the agency, performing a variety of complex duties involving designing, deploying, implementing, monitoring, and operating enterprise-level hardware and software that encompasses the IT infrastructure for the entire MSPB.
Duties
The duties described are for the full-performance level.
The duties may include, but are not limited to:
Facilitates the delivery of enterprise software projects, ensures fulfillment of IRM project milestones, focuses on pacing, method, and execution of project actions.
Coordinates with program Business Analyst to review requirements, and program Developers to review design and implementation plans.
Coordinates with the Accessibility Program Manager to ensure that 508 compliance is baked into application and web site projects.
Serves as liaison between the program and contracting officers to identify and resolve issues.
Leading new procurement initiatives and working with the contracting officer to facilitate pre-solicitation contract activities.
Monitors contractor's compliance with contract terms, conditions, and specifications. Provides timely, consistent, and comprehensive oversight of assigned contracts.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Understanding of a wide variety of IT enterprise web applications, web development tools, operating systems and hardware, including new and emerging IT information technologies and/or industry trends.
Applies Knowledge of Cloud/web-based enterprise application development, debugging, testing, and delivery including Microsoft SharePoint, Microsoft O365, cybersecurity software, and media management systems to deliver enterprise business software and manage the day-to-day maintenance of existing business software tools.
Demonstrates skill in all Contracting Officer Representative duties including coordination with Contracting Officers to ensure proper organizational and legal compliance is followed. This includes coordination with the organization Budget Officer, and all stages of the contracting process including record keeping and procurement project management and organization.
Utilizes web application development skills to develop, maintain, and modify enterprise web applications including content management and data extraction for organization web portals, SharePoint team sites, public internet sites, and shareholder internet communication.
Capability to lead disparate IT resources to troubleshoot and resolve complex enterprise business application problems including business application developers, data analysts, business analysts, and Cloud network infrastructure support.
Skill in oral and written communications techniques in order to provide briefings, alerts and information, and instructions to internal and public systems stakeholders regarding the operation and status of enterprise business applications and web infrastructure.
Note: There is no education substitution for this grade level.
