This is a detail that can last up to 120 days at the Edward Hines Jr. VA Hospital. Hines VA Hospital is a level 1a VA facility in the Chicagoland area. This detail is open as a remote position for those that live outside of the Chicago area. Applicants that are local will be initially required to come into the office but can progressively add more telework to their schedule as they advance per Supervisor's judgement.
Duties
Program Responsibilities (25%)
Provides access-related consultative services to clinical service lines
Pull, analyze and interpret related data
Prepare and give reports
Provide recommendations/guidance on guidelines and procedures
Provide or direct staff to related training
Veteran Experience Responsibilities (15%)
Help clinical services incorporate best practices to help improve patient access to care
Project Administration (25%)
Review and provide recommendations for access improvement to Clinical Leaders
Monitor existing or emerging workflow issues
Monitor consult management issues
Integrate data analytics and measures with continuous process improvement
Collect and analyze/report trended data sets
Recommend allocation of resources
Presents continuous improvement recommendations to supervisor
Researches and prepares comprehensive reports
Applies administrative policies and established process improvement strategies
Works independently with personnel to implement local, national and VISN standards
May serve on internal and external facility planning committees, as assigned
Budget Guidance (10%)
Assists clinical managers in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care
Makes recommendations to managers regarding allocation of resources, including potential use of Community Care options.
Performs cost-analysis and cost-effectiveness studies to determine the make/buy decisions to address gaps.
Office Program Planning Work (15%)
Provides administrative program advice for ambulatory care clinical support services
Implements established action plans that will enable clinical grids to accurately reflect supply.
Monitor profile indicators to help eliminate issues with backlog
Ensures accuracy of related service's FTEE, person class assignments, labor mapping and bookability.
Monitors business and clinical analysis recommendations across service lines to determine trends and impact at the facility level.
Liaison and Communications (10%)
Acts as a liaison or point person for communications with persona and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues.
Utilizes or creates standardized templates for Access Reporting.
Work Schedule: Monday - Friday 7:30a-4:00p
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
