The primary purpose of this position is to examine, verify, and maintain complex accounting and budgeting transactions which involve a number of different programs, extensive subdivision of accounts, and frequent and varied adjustments to accounts, and may serve as a liaison between base activities and Defense Finance and Accounting Service (DFAS).
Duties
Reconciles accounts involving extensive subdivisions with the accounting system.
Provides support in the formation of budget requests by gathering, extracting, reviewing, and consolidating a variety of narrative information and statistical data for multiple assigned programs; monitors and tracks the execution of the financial plans.
Performs a variety of processes and procedures to assemble, review, classify, complete, and maintain complex transactions for assigned programs.
Prepares reports and performs other miscellaneous technical tasks in support of accounting functions.
Performs other administrative work in support of the office/organization.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes accounting procedures and techniques to understand and work with a total accounting system which involves different programs that generate a large variety of transactions. Knowledge of extensive and diverse financial regulations, operations, and procedures governing a wide variety of types of related transactions to resolve non-standard as well as routine transactions, complaints, or discrepancies; provide advice; or perform other work that requires authoritative procedural knowledge. Knowledge of financial terminology and procedures to enter, modify, retrieve, correct, and delete information in a computerized accounting and general ledger system, as well as to trace discrepancies and resolve nonstandard problems.

EDUCATION: Successfully completed (4) four years of education above the high school level in any field obtained in an accredited business, secretarial or technical school, junior college, college, or university.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that may be used to qualify for this position and the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of extensive and diverse regulations, requirements, procedures, and operations associated with technical duties related to accounting and budgeting support functions.
Knowledge of accounting and budgeting files, listings, and document control systems as well as the relationships between accounts and the effect of actions on programs, accounts, and systems.
Knowledge of automated accounting and budgeting systems to process transactions and reconcile errors requiring understanding of nonstandard procedures.
Knowledge of general office administrative procedures.
Knowledge of various office automation software functions to support office operations and produce a variety of documents.
Skill in operating a calculator and utilizing a keyboard to access or locate information through the use of a personal computer or terminal.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
