This position is located at the VA Roseburg Healthcare System, Office of the Associate Director (AD). The incumbent provides full and complete staff assistance to the Associate Director on administrative matters affecting the efficient operations of the facility. Provides administrative advice and leadership to the Chiefs of various Administrative Services.

Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. Examples of the Individual Occupational Requirement Experiences as set by Office of Personnel Management (OPM) for this occupation. Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
To qualify applicants must meet the IOR above and the minimum requirement for the grade below.
GS-11 Minimum Requirement: In addition to the individual occupational requirement above, you must have one year of specialized experience (52 weeks) equivalent to at least the next lower grade, GS-09 in the normal line of progression for the occupation in the organization. Specialized experience include but is not limited to: Coordinates meetings as necessary with administrative services to exchange information, discuss policies and procedures, discus policies and procedures and assist/coordinate with problem resolution; posses project management experience with at with a significant/complex project; collaborates with multiple subject matter experts, develops/edits Congressional responses; reviews meetings, reports, memos, letters and assignments for accuracy of grammar, content and completeness before forwarding for signature. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcript required OR A combination of specialized experience as described above and successfully completed graduate level education beyond the first 2 years (36 semester hour). Transcript Required.
GS-12 Minimum Requirement: In addition to the individual occupational requirement above, you must have one year of specialized experience (52 weeks) equivalent to at least the next lower grade, GS-011 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Develop, implement and monitors processes and programs to ensure their efficient functioning, using knowledge of facility programs and systems; Handles patient/guest/congressional related complaints and problems which require tact, diplomacy, understanding of the medical center operation and functions; Provides assistance and coordination for the development and implementation of Medical Center special projects and initiatives that cross departmental lines; Reviews projects to determine that objectives are met, in compliance with local and national policies and that projects conform with broad program goals and other national priorities; Tracks special priority initiatives internally; coordinates completion of VACO, VISN an internal suspense items; Thoroughly reviews meeting minutes, reports, memos, letters and assignments for accuracy, grammar, content, and completeness prior to advancing to upper management; Serves as the Committee Manager for Resource Council and the Environmental Care Committee; Assists in the formulation of policies.
