This position is organizationally aligned under the Office of the Chief of Staff at the Edward Hines, Jr. VA Hospital (VAH) a Level 1a Complexity VHA Facility. The hospital offers primary, extended and specialty care and serves as a tertiary care referral center.

Duties

Management & Program Analysis: Provides technical and overall administrative management for the Chief of Staff and Deputy Chief of Staff. Interprets administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Serves as the principal advisor to the agency facility on all administrative management matters associated with the clinical services. Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility which impact deadlines and may cause a necessary change in workflow or redistribution of the workload. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Recommends the establishment of, and prepares administrative policies, directives, and procedures for implementation throughout the facility. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Participates in the development of strategic long-range planning for the institution. Analyzes plans to determine the impact on administrative processes and the feasibility of making modifications to accomplish mission requirements. Oversees a variety of administrative programs, to include advising on and recommending courses of action pertaining to administrative issues. Prepares and/or coordinates controlled correspondence, including congressional letters for the Chief of Staff and Deputy Chief of Staff. Uses interpretive skills and independent judgment to follow a variety of technical manuals and instructions, hospital policies, public laws, legal guides, and federal regulations. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Routes the reasons for changes to senior management, the Deputy Chief of Staff Office and the Hospital Director in order to facilitate timely and accurate revision.. Develops recommendations and implements new or modified guidelines, work processes and operations in order to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. Plans and conducts detailed management studies and analyses to determine the impact of major medical facility reorganizations and changes. Compiles and analyzes facts, develops plans, and performs extensive coordination. Participates in management operations by committee attendance and/or assignments. This may include Administrative Investigation Boards, Reports of Survey, Audits, Rapid Process Improvement Workshop (RPIW), and Joint Commission Contracting & Procurement: Analyzes program, budgetary, and fiscal data and makes budget recommendations to management. Monitors expenditures and forecasts changes that require reprogramming of funds for assigned areas of responsibility. Reviews workload reports to ensure accuracy and compliance with organizational standards. Prepares and assembles charts, data reports, and narrative and statistical materials to support on-going organizational planning. Assists in the coordination and development of the Annual Business Plan, which addresses prior workloads and projected workloads, capital needs, IT needs, workforce succession strategic planning, educational needs, significant challenges and threats, performance measures, and external surveys (JC,COC, OIG, etc.). Responsible for the procurement and contracting for the Chief of Staff and Deputy Chief of Staff. Serves as the primary official delegated Contracting Officer Representative (COR) for contracts. Fund control management requires planning, implementation, and oversight of services performed by a contractor or vendor. Quality/Productivity Program Administration: Assists in providing guidance on routine aspects of tasks to support the administration of established quality and productivity programs for the Division and organization. Assists the Deputy Chief of Staff to approve within grade increases, extensive overtime, and employee travel; recommends and or approves as appropriate awards or bonuses for subordinate personnel and changes in position classification, subject to approval by higher level officials or others, finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve mission & operational practices. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. The work should be directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist - DCOS Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical or administrative or clinical management or supervisory experience in the healthcare field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems Regulations and standards of various regulatory and credentialing groups Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration and finance services to solve problems in support of policy compliance and program/operational functions; experience with disbursement agreement (DA) administration used for payment of salary and benefit; and completing record data analysis to determine potential or actual fraud, waste and abuse, and to recommend redistribution of resources. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires mobility and relative physical efforts may be required. Manual dexterity is required in operation of personal computer and other office equipment. Working Condition: Work is typically performed in an adequately lighted and climate-controlled office.
