The primary purpose of this position is to serve as the organization level material system analyst, applying experience in Maintenance Material processes and evaluating processes relating to logistical initiatives that affect the organization.

Duties

Serves as a senior maintenance material data systems analyst performing wing studies and analysis across the organization on projects, computer applications, problems in maintenance material management area, developing phases of current and long range maintenance material systems and action that affect and require coordinated action of more than one agency. Serves as senior analyst of various committees and groups to analyze problems, new procedures, regulations, system applications and similar projects related to the activities of the organization. Serves as a technical advisor to the organization commander and Financial Director required to adopt assigned material systems/processes. Plans, organizes, facilitates, and oversees the activities for Process Improvement Initiatives in the organization on material support issues.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing production related support to depot planning, scheduling and material, developing policies and procedures of workforce development initiatives and serving as the focal point for standardization of systems relating to depot maintenance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Thorough knowledge of supply maintenance material management policies, principles and practices, ability to recognize the interrelationships of operating programs and analyzing such information in order to evaluate overall program status. Knowledge of wide range of established supply maintenance systems. Knowledge and skill in applying analytical and evaluative techniques for the resolution of problems concerning efficiency effectiveness of program operations. Skills in preparing project papers and staff reports, in organizing and delivering briefings to managers to report capabilities, deficiencies, and technology, applications. Ability to communicate effectively, both orally and in writing, to build rapport with others through tact, courtesy and diplomacy. Ability to apply lean, safety, security, and health principles, practices and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
