The primary purpose of this position is to provides professional support and advice to the CSAF on all areas of concern, including in his role as the leader of the Air Force institution, a member of the Joint Chiefs of Staff, and the global "Air Chief" for allies and partners.
Duties
In the role of Senior Advisor, provides professional support and advice to the CSAF on all areas of concern, including in his role as the leader of the Air Force institution, a member of the Joint Chiefs of Staff, and the global "Air Chief" for allies and partners. The position requires the incumbent to have and maintain a close and trusted relationship with the CSAF.
To develop, direct, and advise CSAF on strategic engagement and alignment with Congress and members of congressional staff through outreach and engagement. Also provides effective and timely identification of emerging issues in civil-military relations, assessing their implications and advising the CSAF on recommended courses of action or communication with Congress. Supports the CSAF with expertise in managing in his relations with the JCS, civilian leadership, and Congressional interactions where civil-military relations play a role or are a defining factor in the range of suitable actions. Maintains close contact with experts in the field and coaches CSAF and senior leaders in adroitly navigating the political and professional landscape. Advises CSAF in setting tone for leader development in civil-military relations. Responsible for devising and directing the CSAF's strategic initiatives and alignment with members of Congress and their staffs on Air Force issues.
Serves as a principal advisor on all policy matters within the immediate office and maintains contacts throughout the Office of the Secretary of Defense, the Joint Staff, the Military Departments, Directors of Defense Agencies and similar Department of Defense components. The incumbent is responsible for establishing and maintaining close and effective liaison relationships with principal executives and officials of the aforementioned groups.
Provides strategic advice and expert support for the CSAF in his role as a member of the Joint Chiefs of Staff (JCS). The incumbent remains attuned to national security decision-making and ongoing efforts within the National Security Council. Provides expert analysis and counsel to the CSAF on legislation and defense reforms as they relate to joint matters and the Air Force.
Maintains a close association with the CSAF and is well informed of his views and philosophies, which enable the incumbent to align the activities of the office. Guides CSAF effort and influence in high tempo and complex executive environment, at highest levels. Engages with the CSAF, the Vice Chief of Staff of the Air Force (VCSAF), Chief Master Sergeant of the Air Force (CMSAF), Headquarters Air Force leaders, Senior Air Staff leaders, Joint Staff and Defense Agency Officials to remain informed on the activities, programs, and strategically significant developments.
Responsible for directing the strategic alignment of the CSAF's outreach and engagement programs through coordination with congress and congressional staff as the CSAF's primary legislative liaison. Leads strategy development for the CSAF's priority initiatives and assesses milestones towards achievement. Provides insights, strategies, and recommendations on external stakeholder engagements, especially with members of congress, civic leaders, think tanks, and thought leaders.
The incumbent conducts complex and high priority special assignments at the direction of the CSAF involving extensive research and fact finding to develop analyses, position and issue papers and program improvements on a variety of high-level subjects of critical importance to the Air Force. The incumbent is capable of advising and leading organizational and technical innovation and major change management efforts.
Assures pertinent material and data is available to the CSAF for decision-making on highly sensitive and controversial issues. Recommendations arising from incumbent's studies and analyses are typically instrumental in communication of Air Force policies and perceptions thereof. Incumbent serves as a spokesperson for the office in meetings and other forums.

Qualifications
OTHER SIGNIFICAT FACTS OF THE POSITION:
Incumbent must have extensive understanding of and experience in legislative affairs and experience working with members of Congress and their staffs on DoD related issues with congressional interest. Incumbent must have a strong background and understanding of the OSD and DoD organization and policies, and national security affairs, including strategic security issues The incumbent must have a background in national security decision-making, and the CSAFs statutory role in the national security architecture. The incumbent must have a proven record of coaching, writing, and thinking at executive and managerial levels of government, with demonstrated expertise coordinating the support required by senior most executives. The incumbent should have authored strategy papers suitable for senior military leaders, encompassing the employment of military force, Congressional testimony, human resource initiatives, public statements, and similar documents. The incumbent should have the demonstrated ability to speak with authority on behalf of four-star officers when dealing with a variety of contacts inside and outside the immediate office. The incumbent is required to have extensive knowledge of, and experience with, congressional affairs, particularly activities affecting the DoD. The incumbent must have expertise in civil-military relations as they relate to the most senior military leaders in U.S. military (JCS). Required networks will include top officials of the DoD, the Military Departments and other Executive Agencies; members of Congress and their staffs; and members of the White House Staff. Contacts are made to resolve controversial, high-level issues and carry out the work of the Chief of Staff of the Air Force. The incumbent must have experience in advising and leading major innovation and change management efforts.
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
MANDATORY TECHNICAL QUALIFICATIONS (NTE 6 pages total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated executive level knowledge, leadership, and experience developing and directing strategic engagement with Congress and Congressional staff members, and establishing and maintaining close and effective strategic-level relationships with senior officials.
2. Sustained executive level performance in navigating the political and professional landscape, and the identification of emerging issues in civil-military relations, assessing implications and advising senior executives on recommended courses of action and or communication.
3. Proven ability to provide strategic-level counsel, expert analysis and insight on legislative and joint defense reforms and initiatives, civil-military posture and organizational structure.
Specialized Experience: To qualify for this SL position, your resume must reflect having at least one year specialized experience equivalent to the GS-15 level.
