This position, located within the Albany Stratton VA Medical Center, performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting programmatic work and activities within the Department of Learning and Development (DLD). The Training Specialist also provides instructional design support for training programs within the Talent Management System (TMS) and facility programs.
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties include, but are not limited to, the following:
E-Learning System Operations & Functionality - 45 percent
Functions as facility Domain Manager for TMS, which requires the integration of 16 different roles with the TMS program that impact the facilities onboarding, ability to ensure compliance of national initiatives, and overall mission readiness
Identifies issues and problems, develops solutions, and makes recommendations associated with programs and systems
Performs developmental and technical duties associated with developing, revising, and maintaining training courses
Creates and manages items in TMs including updates
Defines, creates, and maintains web-based profiles used to identify groups of users for the purpose of making automated assignments of curricula, catalog, and competency profiles
Ensures compatibility with Section 508 Accessibility Standards
Maintains training records in TMS for organization
Tracks and analyzes education monitors such as employee education hours, facility-wide and service line
Generates reports for all facility and performance measures
Provides troubleshooting and customer support for all staff/TMS users
Course Content Development & Instruction - 25 percent
Designs and creates e-learning and web/computer-based training modules by working with subject matter experts
Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements
Measures training validity outcomes
Conducts needs assessments through various kinds of surveys
Develops, revises and/or maintains course work for programs
Produces complete, self-contained training products (courses, aide, methods, training plans, evaluations, etc.)
Utilizes the appropriate software applications in the completion of training modules
Administrative Oversight - 25 percent
Maintains fiduciary oversight of National Scholarship programs
Oversees All Employee Survey (AES) mapping activities and measurement in data sharing and data utilization
Manages the Equipment Inventory management
Documents and tracks training and certification via TMS
Generates reports
Outreach - 5 percent
Performs all aspects of outreach from enrollment, presenting to groups, engagement, and outreach calls
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, all applicants must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Training Specialist, and that is typically in or related to the work of the position to be filled and experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Qualifying specialized experience include: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); (2) Supervising or administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; (4) Work in an educational occupation or subject-matter field that required training or instructing others on a regular basis. The work requires knowledge of on-line management systems and interactive e-learning. NOTE: NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: A master's, or equivalent degree or successfully completed 2 full years of progressively higher-level graduate education leading to a degree in education or a subject area related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript (unofficial or official) with your application. At this level, applicants should possess experience working with on-line management systems and developing interactive e-learning programs; and work with media and multi-media resources to provide a vivid and engaging learning experience. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a degree in education, or a subject area related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and must have been obtained in an accredited college or university. Physical Requirements: No special physical demands. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, etc. Fieldwork may involve traveling to meetings and sources of information.
