The position is located in the Department of Veterans Affairs, Samuel S Stratton VA Medical Center - Albany. The incumbent performs a variety of administrative and training tasks and provides technical assistance associated with maintaining and supporting the programmatic work and activities performed within the Department of Learning and Development (DLD).
Duties
Major Duties Include (but are not limited to):
E-Learning System Operations & Functionality - 45%
- The incumbent functions as the facility Domain Manager for TMS, which requires the integration of 16 different roles within the TMS program that impact the facilities onboarding, ability to ensure compliance of national initiatives, and overall mission readiness.
- As the resident TMS authority, identifies issues and problems, develops solutions, and makes recommendations associated with programs and systems, implementing alternative solutions based on expert knowledge.
- Supports non-TMS program implementation within the hospital, including but not limited to registration, scheduling, evaluation activities and report generation.
- Performs developmental and technical duties associated with developing, revising, maintaining training courses.
- Creates and manages items in TMS including updates.
Course Content Development & Instruction - 25%
- Designs and creates e-learning and web/computer-based training modules by working with subject matter experts. Determines the need for additional subject matter information and meets with representatives within the organization to obtain it. Independently establishes contacts within
and outside the organization to obtain needed information including seeking it through direct discussion.
- Designs evaluation tools for programs, analyzes satisfaction data, and makes recommendations for program improvements. This evaluative methodology and analysis will impact facility strategic planning and further iterations of educational offerings.
- Measures training validity outcomes including comprehension and testing to determine effectiveness and efficiency of developed training.
- Conducts needs assessment through various kinds of surveys depending on subject and situation to determine training requirements for clinical and non-clinical staff throughout the facility.
- The Incumbent will contact subject matter experts outside the organization to create programming based on educational needs assessment and Gap Analysis.
- Designs, evaluates through measurement analysis, and develops employee development programs, training plans, course methods, materials, and aids, including audiovisual aids.
Administrative Oversight - 25%
- Performs administrative work of the DLD Office including monitoring EISP and academic support records and creating multiple-point schedule.
- Maintains fiduciary oversight of National Scholarship programs.
- Oversees AES mapping activities and measurement in data sharing and data utilization. Identifies goals and action plan, coordinate meetings with participants, and lead RPI projects with the workgroups, all to ensure timely completion of action plans, which results in training needs.
- As the custodial official for the DLD, manages the Equipment Inventory management EIL.
- Functions as the Agent in Place for the Field Accreditation Service (FAS) for all continuing education activities for the organization including timely submissions, periodic auditing, record management and ensures compliance will all applicable requirements to continue participation in
program. Participates in conference calls and ensures that all parties and practices are aware of current conditions of participation.
- VISN Academic Scholarship Coordination: ensures that scholarship announcements are communicated to the organization in a timely manner. Acts as liaison between VISN 2 Academic Scholarship coordinator and medical center. Answers any questions employees may have, assists with completion of application process, submits completed applications for approval and upon approval processes the financial component. Upon successful course completion by the employee the incumbents will process the appropriate paperwork for reimbursement.
- Records management for facility regardless of format (paper, electronic, electronic systems), which must be managed as per the National Archives and Records Administration (NARA) approved records schedules found in VA Records Control Schedule 10-1.
- Documents and tracks training and certification via TMS for compliance with Advanced Cardiac Life Support (ACLS) and Basic Life Support (BLS).
- Report on status of active and expired certifications and generate reports of upcoming and
expired certifications and forward email reminders.
Outreach - 5%
- The Training Specialist is a member of the Outreach workgroup and will complete outreach activities either independently or in the case of larger events within the context of the outreach team. The Education Specialist will be familiar with all aspects of outreach from enrollment, presenting to groups, engagement, and outreach calls, with the goal of assisting the Medical Center's goal of enrolling 3,000 new Veterans each Fiscal Year.
Performs other related duties as assigned.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. GS 9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to train and instruct within a health care environment; Develop and maintain training materials and curricula; Assist senior specialists evaluate courses to enhance overall program; Conduct training studies and analysis in functional specialties or subject matter areas; and/or Coordinate training activities. (Experience must be thoroughly documented in your resume to receive credit for experience.) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a BS degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Ability to train and instruct within a health care environment; Develop and maintain training materials and curricula; evaluate courses to enhance overall program; Conduct training studies and analysis in functional specialties or subject matter areas; and/or Coordinate training activities. Preferred Experience: Recent experience with the following: working with an on-line learning management system; development of interactive e-learning; and working with media and multi-media resources to provide a vivid and engaging learning experience. Recent experience is within 3 years. Proof of lifelong learning demonstrating a personal enthusiasm for one's own development and growth. Experience with leadership development is essential, Supervisory experience a plus. Masters degree is highly desirable.
Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the position may sit comfortably. There may be some walking, standing, bending, carrying of light items, etc. Fieldwork may involve traveling to meetings. conducting education programs. and locating sources of information.
