The incumbent serves as a Program Administrator and Employee Engagement Officer (PA/EEO) to the Medical Center Director's Department of Learning and Development at the Samuel S Stratton VA Medical Center - Albany.
Duties
Duties will include, but not limited to:
Provides executive planning and executes all operational, administrative and technical functions for Supervisory Training Specialist and Designated Learning Officer
Conduct audits, compliance reviews and program effectiveness/efficiency reviews.
Coordinates and collaborates with a variety of stakeholders; including clinicians,
professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Provides program support for recruitment activities such as preparation of recruitment packages, job analysis, best qualified factors, preparation of LEAF, MSS, EPAS, etc.
Assist Executive Team in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, processing training requests and drafting disciplinary and adverse actions.
Reviews, analyzes and interprets incoming requests, recommend appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities.
Maintains tracking system for a variety of requirements to include RN and Physician proficiencies, pay for performance, biennial review schedules.
Reviews and provides feedback on SOPs/Memos of the Medical Center and serves as the subject matter expert for this process, this includes review and revision of all SOPs/Memos for formatting and up to date information, tracking due dates, and working with service chiefs to assist in revision and management of all related documents.
Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative documents such as executive decision memos, issue briefs and white papers.
Work Schedule: Monday - Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Substantial involvement in course development using recognized industry methods and standards, extensive knowledge of training program design, providing guidance and advice on the implementation of Education's four major programs, being actively involved in the development, extension, and improvement of educational studies, programs, systems, strategies, and services including, but not limited to, LEAD, NEO, TMS and organizational development programs..
