You will serve as a Quality Assurance Specialist (Shipbuilding) in the NAVSEA INACTSHIPMAINTO (Naval Sea Systems Command, Inactive Ships On-Site Maintenance Office). This position is located in Philadelphia, PA.
Duties
You will be responsible for the administration and operation of assigned Quality Assurance
Plans to monitor Contractor performance.
You will perform inactivation, maintenance, and disposal workload associated with Inactive Fleet assets.
You will develop and executes Quality Assurance Plans for assuring Contractor compliance with the terms of the Contract and to ensure acceptability of fleet assets.
You will perform scheduled and unscheduled inspections of the Contract site for condition of vessels and effectiveness of the Contractor's quality control and inspection programs.
You will perform in-progress inspections of Contractor workload and acceptance inspections of work completed by the Contractor.
You will analyze and interpret numerous technical directives and documentation to determine the impact and interface with existing quality assurance programs and systems.
You will provide forecast data on vessel, facility, and equipment maintenance to assist the Budget Analyst in preparing the annual report.
You will serve as quality assurance representative when inspecting Government Furnished Property/Government Furnished Equipment to ensure that Contractor maintenance is performed as specified.
You will assist in performing quality assurance evaluations of the Contractor's safety, environmental, and hazardous material programs.
You will monitor the contractors for compliance with all required permits and licenses pertaining to safety and environment prior to commencement of work.
You will draft and develop naval messages and other correspondence as required to document facility operation decisions and agreements.

- You will be required to successfully complete a pre-appointment physical examination.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector performing quality assurance functions in support of shipboard maintenance, inactivation, or disposal. Examples of specialized experience may include: inspecting or evaluating contractor performance for assigned shipboard maintenance, inactivation, or disposal tasks; conducting activities to ensure compliance with applicable safety, environmental, or hazardous material programs for assigned ships.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successfully completion of a Ph.D. or equivalent doctoral degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.

Successfully completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position.

Successfully completion of an LL.M. degree that is related to the position being filled.
